- NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), intends to issue a purchase order to B & W Tech, Inc., 19 Shea Way, Ste. 301, Newark, DE 19713. The Centers for Disease Control and Prevention (CDC), National Institute of Occupational Safety and Health (NIOSH), Division of Applied Research and Technology (DART) has a requirement for a portable Raman Spectrometer System. The portable Raman Spectrometer must include:  Portable Raman spectrometer system must include an excitation laser with a center wavelength of 785 nm emitting >300 mW of continuous power from an FC/PC fiber optic connector.  Laser must have technology that stabilizes laser wavelength through a volume Bragg grating.  Laser power must be controlled by software increments of 10% or smaller, from 0 to 100% power.  System must include a spectral range from 175-3200 cm-1. Spectral resolution must be 4 cm-1 or better.  Spectrometer must be a dispersive type with an input and focal lengths of 72.0 mm. Detector must be a sealed, thermoelectrically cooled linear CCD array with 2048 pixels.  Spectrometer should have built-in 16 bit digitizer with 500 kHz readout speed.  System must have a laboratory grade optical fiber Raman sampling probe with the following:  105 μm core diameter, 0.22NA fiber for laser excitation; a 200 μm core diameter  0.22NA fiber for Raman scatter collection; a Rayleigh scatter rejection filter of optical density (OD) >6.0  1.5m length fiber cable that is terminated in a SMA905 connector on the spectrometer fiber and an FC/PC connector on the laser fiber  Maximum operating temperature of 80ºC and maximum pressure of 30 PSI at the tip of the probe  An objective lens that produces a sampling spot size of 85 μm at a working distance of 5.9 mm. The objective lens shaft must be removable so probe can attach to a video microscope with a white LED illuminators for either dark field or bright field illumination  Input to spectrometer must be a SMA905 fiber optic coupler. System must have a USB 2.0/1.1 computer interface.  System must have a port for connecting a trigger on the sampling probe that starts data collection.  Unit must be capable of interfacing with a microscope to image particles and collect spectra.  System must support software to search a spectral library with more than 10,000 Raman spectra.  System must have Windows based operating software and be operate on a line input of 100-240 VAC, 50-60 Hz as well as battery power.  System must be under 3 kg (about 7 pounds). This project is supported by justification for other than full and open competition to B & W Tech, Inc. under authority of 41 U.S.C.253(c)(1) or FAR 13.106-1(b)(1). Responsible sources that believe they possess the expertise and capabilities identified above are hereby afforded the opportunity to submit to the Contracting Officer within 15 days from the posting date of this notice, their written capabilities statement and pricing information in the format they choose, not to exceed 10 pages. All vendors must be registered in the System for Award Management (SAM) at www.sam.gov, (formerly known as Central Contractor Registry (CCR) www.ccr.gov), prior to an award of a federal contract. This is not a Request for Proposals; however, the Government will review any/all product, capabilities, and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 6.302-1, negotiations will be conducted with B & W Tech, Inc.,19 Shea Way, Ste. 301, Newark, DE 19713as the only source.
