- REQUIREMENT: Army Contracting Command Qatar has a requirement for a contractor to provide and deliver potable water to U.S. provided storage tanks in the United Arab Emirates (UAE). The contractor shall provide all labor, material, quality control, supervision, transportation, tools and equipment and any other items necessary to accomplish all contract requirements. This will be Firm-Fixed-Price Requirements contract with the Base Period from 01 September 2012 through 31 October 2012; 1st Option Period from 01 November 2012 through 31 December 2012; and 2nd Option Period from 01 January 2013 through 31 March 2013 (dates are subject to change). In accordance with UAE labor and immigration laws, the contractor must be able to legally do business in the UAE on the 1st day of the contract's performance period. The contractor shall have the ability to be vetted through U.S. Army, U.S. Department of Defense and/or U.S. Department of State security screening. Prior to, and as a condition of, contract award, the U.S. Government will inspect the apparent awardee's delivery procedures, vehicles and facilities. Scope of Work: The contractor shall provide 6000 gallons of potable water to the U.S. storage tanks, and delivery will require filling multiple tanks. The contractor will refill storage tanks to capacity bi-weekly (two times per week). The contractor shall coordinate with the designated Contracting Officer's Representative (COR) prior to each delivery. The water will require testing and approval by a United States veterinary official prior to the contractor furnishing the water. The COR will provide daily consumption rates to the contractor. The COR will provide an order estimate for each re-supply requirement 24 hours prior to delivery. THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION IS AVAILABLE AT THIS TIME. This sources sought announcement is published for market research purposes. This market research will be used to help identify sources capable of providing the required service and deliverable. Prospective offerors are requested to complete and return a Capabilities Statement as described below to determine which companies possess the capability, experience and financial ability to perform the requirements of the proposed contract. The Government is in no way obligated to do business with, or to enter into, any form of contract with any person, firm, or other entity that receives or responds to this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. Proposals will be evaluated using best value, Lowest Price-Technically Acceptable evaluation procedures pursuant to FAR 15. REQUEST FOR CAPABILITIES STATEMENT: Interested businesses should provide a capability statement which addresses their ability and experience to perform in the areas mentioned above, and also lists their previous and current customers. Anticipated solicitation issuance date: 31 July 2012.
