Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-59. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is 100% set-aside for small business. This is a brand name or equal requirement. Brand name or equal description is intended to be descriptive, but not restrictive and is to indicate the quality and characteristic of products that will be considered satisfactory to meet the agency's requirement. The National Institute of Standards and Technology has a requirement for a polymer indenting aging monitor. This instrument is critical to the mission and the completion of milestones of a Long-Term Performance of Polymeric Materials in Energy Applications project. Furthermore, optimization of method parameters will lead to standards used by US industry (cable manufacturers and nuclear power industry). Responsible quoters shall provide pricing for the following line item. All equipment must be new. Used or remanufactured equipment shall not be considered for award. LINE ITEM 0001: Quantity one each Indenter Polymer Aging Monitor, Analysis and Measurement Services Corporation (AMS) Model Number IPAM4 System, for portable, non-destructive cable insulation mechanical tests, including all of the following components and meeting all of the following salient characteristics: 1. Portable battery controlled indenter main control unit, including: a. Removable lithium ion battery; b. Battery charger; c. External AC/DC power supply with AC power cord; d. RS-232 (serial) cable from main control unit to portable computer controller; e. Hardware and software for system calibrations and field calibration checks: i. Probe speed between 2.0 mm/min and 8.0 mm/min ± 5 % speed regulation and; ii. Force sensor range from 0 kg to 4.5 kg ± 2 % force accuracy. f. System must perform required tests in less than one minute; g. Software to collect and analyze data; h. Capability for performing testing on a wide variety of cable types, including: i. Power, control, and instrumentation; ii. For sizes ranging from 5 mm to 55 mm (nominal overall diameters). i. Force sensor zeroing adjustment tool; j. Instrument Tool Kit to include all tools needed to change size of cables and/or connectors and system calibration; k. Quantity three each spare fuses; l. Cable clamp assembly with control cable ( minimum of 5 feet), which attaches to the main control unit; m. Belt holster for clamp assembly for portability. 2. Portable data acquisition and control device, including: a. Data acquisition and data analysis software for performing indenter tests and storing information (parameters) about the test. b. Software for the ability to export indenter test results into programs such as Windows Excel; c. Software for providing indenter tests results that include: i. Modulus Values, defined as the slope of the cross plot of the force versus deformation values during the inward travel of the probe; ii. Relaxation Values, a calculated number based on the change in force readings at minimum of two and five seconds after the probe reaches a fixed point and is held at that deformation; d. Software for desktop/notebook computer data file view program. The computer is not a part of this purchase; 3. Site equipment and software license for use of the system at the NIST site. One license must be provided; 4. Operations, calibration, and maintenance manual; 5. Special containers for shipping and storage of apparatus and/or to facilitate equipment transport, including a foam lined transport case for portability; 6. One Year Warranty on equipment and software. DELIVERY Delivery shall be completed in accordance with the Contractor's commercial schedule. Delivery shall be made to NIST, Shipping and Receiving, 100 Bureau Drive, Gaithersburg, MD 20899. Delivery terms shall be FOB Destination. The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. FINAL ACCEPTANCE Prior to final acceptance of the system and final payment by NIST, all of the following shall be completed successfully: a. A fully functional system, including all components, spares, accessories, consumables, and related hardware and software in accordance with the salient characteristics described herein; and b. All salient characteristics must be met and all performance metrics must be successfully demonstrated on the delivered instrument. EVALUATION CRITERIA AND BASIS FOR AWARD Award will be made to the lowest price technically acceptable quoter. Technically acceptable means that the equipment is new and meets all requirements of Line Item 0001. REQUIRED SUBMISSIONS All quoters shall submit the following: 1) Documentation which clearly demonstrates that the equipment meets all salient characteristics of line item 0001; 2) A price quotation which provides FOB Destination pricing; 3) This is an Open-Market Combined Synopsis/Solicitation for equipment as defined herein. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s) Please note that this procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror's FSS or GWAC contract, and the statement required above shall be included in the quotation; 4) The DUNS number for the quoter's active Central Contractor Registration. Quoters must have an active registration at www.ccr.gov; 5) If the quoter is not registered at www.orca.bpn.gov, a completed copy of FAR 52.212-3 OFFERORS REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS; 6) The place of manufacture for the quoted equipment. DUE DATE FOR QUOTATIONS All quotations shall be sent to the National Institute of Standards and Technology, Acquisition Management Division, Attn: Carol A. Wood, 100 Bureau Drive, Stop 1640, Gaithersburg, MD 20899-1640. All offerors shall ensure the RFQ number is visible on the outermost packaging. Submission must be received not later than 3:30 p.m. Eastern time on August 7, 2012. FAX quotations shall not be accepted. E-mail quotations shall be accepted. An e-mail quotation shall be considered received when it is received in the electronic inbox of Carol Wood. Because of heightened security, FED-EX, UPS, or similar delivery methods are the preferred method of delivery of quotes. If quotes are hand delivered, delivery shall be made on the actual due date through Gate A, and a 48 hour (excluding weekends and holidays) prior notice shall be provided to Carol Wood, Contract Specialist on 301-975-8172. NIST is not responsible for late delivery due to the added security measures. In addition, quoters who do not provide 24-hour notification in order to coordinate entrance to the NIST campus shall assume the risk of not being able to deliver quotes on time.
