Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Blvd. EPS Room 6074, Rockville, MD, 20852, UNITED STATES Description The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), plans to procure on a sole source basis for support for the genetic simulation software registration and discovery system with Cornerstone Systems Northwest Inc., 8665 Berthusen Road, Lynden, WA 98264. The services herein are being procured in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106-1 (b)(1). The North American Industry Classification System code is 541511 and the business size standard is $25.0M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined that there is no opportunity to acquire green products or services under this procurement. Period of Performance shall be a base year of twelve (12) months, with two twelve (12) month option periods. Genetic simulation software provides an important adjunct to research in genetic epidemiology and related fields. By simulating samples with desired properties, the simulation software can be used to study the impact of historical demographic and genetic factors on the genetic composition of the present human population, and to develop and validate statistical methods that detect susceptibility genes for human genetic diseases. There have been an increasing number of software-based tools developed for genetic sample simulations. However, because they are designed for different applications, employ different simulation methods, and use different input and output formats, it is difficult for users to discover and select appropriate software for their own related studies. In fiscal year 2012, Cornerstone Systems developed and launched an initial system. Cornerstone provided initial content design of the software registration and discovery system; performed preliminary data acquisition for simulation programs; provided initial data filling of the systems, quality assurance of data, and testing of the system; and provided preliminary launch of the system. The purpose of the current requirement is to provide further development of the registration system focusing on data depositors (or program developers) and incorporation of user feedback. The base year will support outreach to the user community, continued data acquisition and feature improvements, development and launch of the back-end administrative features, performing of site maintenance (to fix any errors identified after initial launch of the system), final system launch and server hosting and maintenance of the system. Option periods one and two will provide server hosting, user usage statistics and maintenance. Cornerstone Systems Northwest Inc (CSNW, http://cornerstonenw.com/) is a small scientific computing firm that leverages the reach of the word-wide-web to collect, analyze, and share data and to place decision support tools on the desktops of decision makers. Cornerstone Systems utilizes web-based collaboration tools both internally and with its clients to ensure that the full resources of its distributed team of eight employees can be effectively applied to clients needs. CSNW has supported NCI's CISNET consortium in the development and maintenance of web-based knowledge management tools and web-based model interface applications. CSNW hosts over two dozen private and shared web-based knowledge management and documentation systems for CISNET in its data center. Mr. Lauren Clarke, the director of Cornerstone Systems Northwest Inc., has extensive experience both in simulation modeling and in developing and deploying web-based applications and knowledge management systems supportive of health science research. His background in simulation modeling and knowledge management systems are each individually rather unique niche fields of expertise, but his knowledge of both areas make him uniquely qualified to lead the technical aspects of this project. Over the last decade, Mr. Clarke has supported the CISNET consortium in developing template-based comparative documentation for simulation models. This work has involved developing a working ontology of simulation models and is a natural precursor to the work in this contract. Mr. Clarke and his team have also developed web and desktop based applications for other clients involving some of the same decision-support and data-discovery concepts proposed in this work. He and his team are capable and knowledgeable in the area of web-based decision support tools and are uniquely qualified to develop a genetic simulation software registration and discovery system under this procurement. In addition to being the only potential source based on experience in web-based knowledge management and in simulation modeling for health sciences research, Cornerstone launched an initial version of the registration system under a separate contract. Cornerstone is the only company with working knowledge of the simulation software attributes (> 21 categorical attributes) and values associated with these attributes (1305) in the simulation registration system. Moreover, the system is planned to incorporate a moderated user and simulation developer comment system; moderation of the comment system and edits of data deposition requires the scientific expertise and familiarity with the simulation programs provided uniquely by Cornerstone systems. It is not possible for another contractor to complete the proposed because Cornerstone programmed the initial system. Tasks outlined above are building on the existing infrastructure created in the previous contract. Programming was focused on the end-user in the initial phase of system development, while in this phase the contractor will focus on the simulation developers as potential depositors of programs and comments. Therefore, performance of these tasks requires an intimate working knowledge of the current system, including programming and specification. Finally, Cornerstone, with experience in the development of the system, is the only contractor that can complete the finalization of the system This notice is not a request for a competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 11:00 AM EST, on August 13, 2012.
