- DMB Capability Questionnaire This announcement constitutes a sources sought synopsis for purposes of conducting market research. Market Research is being conducted to seek qualified contractors other than Midvale Environmental Technologies with the skills, knowledge, and resources required to complete this effort. The Government is seeking qualified contractors who can deliver GPX Type VII Dry Media or Type VII Dry Media used for the F-22 and A-10 aircraft coating removal. This commodity/supply is to supply two Robotic Dry Media blast systems supporting the 309th Aircraft Maintenance Group (AMXG) and the 309th Commodities Maintenance Group (CMXG) located on Hill Air Force Base, Utah. GPX Media Type VII is the only brand and type that can be used on two robotic Dry Media blast systems located on Hill. These systems are designed specifically to use Starch-G-Acrylic e-Strip GPX Type VII media. The driver of this specification came from F-22 System Program Office (SPO) and its' "highly specialized" need to de-paint the unique coatings and substrates of the F-22 aircraft. Midvale Environmental Technologies (CAGE: 3NKN8), St. Louis, Missouri is the only known supplier with exclusive dealer rights to supply and deliver GPX Type VII media manufactured by Archer Daniels Midland (ADM). ADM is the only known manufacturer of Type VII dry media who has met all specifications and standards of MIL-P-85891A. MIL-P-85891A is the approved military specification used by all Departments and Agencies of the Department of Defense for Dry Media used for removal of organic coatings. ADM then is also the only known certified manufacturer of Type VII dry media listed on the Qualified Products List (QPL). These supplies are procured under NAICS 327910 - Abrasive Product Manufacturing. Subject to the Government's consideration, a viable source, not already qualified to provide the requisite commodity should submit concise and specific responses to the attached Capabilities Questionnaire presenting sufficient information to substantiate that: (1) they possess the necessary skills and resources to either produce, procure, and deliver Type VII Dry Media, (2) they meet or in the process of meeting all specifications and standards of MIL-P-85891A and (3) they possess the resources to meet or exceed the estimated schedule and quantities listed within the attached Capabilities Questionnaire. This notice of intent is not a request for competitive proposals. The Air Force will not pay for either the effort or the associated costs to respond, or for any information provided. The information provided is considered market research and may be utilized by the AF in developing its acquisition strategy, Statement of Objectives, and Performance Specifications. Any proprietary information that is submitted may be used as a general concept but specific information will be safeguarded as proprietary, if so marked. The Ogden Air Logistics Center Contracting Directorate (AFMC), Hill Air Force Base (AFB), Utah, intends to issue a formal RFP in September/October 2012 timeframe for the acquisition of commodities required to supply Type VII Dry Media to Hill AFB, UT. The estimated contract period including all options is two years from the date of award. A determination by the Government not to compete this proposed contract based upon responses to information received will be normally considered solely for the purpose of determining whether to conduct a competitive procurement. Please limit your responses to 10 pages which include responses to the capabilities questionnaire.
