- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is R7310120003 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-58. The associated North American Industrial Classification System (NAICS) code for this procurement is 423410 with a small business size standard of 100.00 employees.This requirement is unrestricted and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2012-08-03 15:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Little Rock, AR 72202 The National Park Service requires the following items, Meet or Exceed, to the following: LI 001, Video Recorder Kiosk w/hardware to operate self contained Camera (PAL 720x576 @25 fps, NTSC 720 x 480 @29.97 or equivelent, wide angle lens preferred). Video Formats: Full Quality: AVI, MPEG; Web Quality: WMV, Flash, QuickTime. Internal Video Storage: 730 GB minimum (Approx. 60 hours). Audio: Internal Microphone, Powered Single Speaker Output: Optional external mic input. Touch Screen: Minimum 15" Portrait LCD Touch Screen. Comms: Gigabit LAN. 108 Mbps Wireless Networking. Software: VideoBooth V2.7 or equivalent customized program to include logos and graphics; graphic based user interface with voice over & video intro & questions; prompts for recording name, contact information and permission to archive recording for interpretive exhibits, educational programming, research and curation; storytelling prompts for recording oral history pertaining to civil rights movement, school desegregation and related subjects; and, administrative menu for adjusting prompts and time limits, editing contents and archiving recordings to DVD, digital formats and for digital migration. Video Delivery/Curation: Portable Hard Drive, remote external DVD burner, with option for Email, Network, and Mobile Phone. Support: 12 months warranty. Onsite delivery to National Park Service, 2120 Daisy L. Gatson Bates Drive, Little Rock, AR 72202; instruction in installation, instruction in use of and maintenance of unit. Free updates and remote support. Lifetime Technical Support. Power: External 12 v Power Supply. External Controls: Power and Administration mode activated by key switch. Accessories: Padded Transit/Storage Case with wheels and handle. Power supply and all cables needed. Removable Hard Drive. Remote DVD Burning Station. External Lighting Control, Took Kit, 2 Printed graphic signs to match onscreen graphics to serve as enticement/attractor for kiosk, not to exceed 24" by 36", with digital copies provided in printer ready format. Kiosk must be portable and ADA accessible., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, National Park Service intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. National Park Service is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration.
