Description
NAICS Code: 334516, Analytical Laboratory Instrument Manufacturing. The U.S. Environmental Protection Agency (US EPA) intends to negotiate a sole source firm-fixed price purchase order under Simplified Acquisition Procedures for a Condensation Particle Counter (CPC). The CPC is needed to quantify (i.e. optically count after condensational growth in a heated butanol atmosphere to particle sizes which optically interfere with a laser) size classified airborne particles generated in the US EPA photochemical reaction chamber in order to quantify particle number and size distributions for laboratory measurement of reaction products. The CPC will be used in conjunction with an existing TSI, Inc. Differential Mobility Analyzer, which separates airborne particulate matter according to electrical mobility in air, a proxy for particle aerodynamic size. The combination of these two individual instruments as components (the condensation particle counter and the existing differen tial mobility analyzer) will effectively act as a single scientific instrument, communicating electronically and outputting a coherent data set. This combined instrument will be identical to an existing condensation particle counter and differential mobility analyzer combination in our laboratory, thereby making the purchase of this CPC essential to the completion of a second 'complete' instrument set and enabling the performance of additional experimental investigations not possible with a single system (i.e. investigations of the impact of changes in temperature or relative humidity in real time). The US EPA believes that TSI, Inc. is the only source capable of providing the required products. This contract is being directed, without competition, to the developer of the CPC, TSI, Inc. The proposed CPC by TSI, Inc. is the only compatible CPC to work with the TSI, Inc. Differential Mobility Analyzer due to proprietary communication interlinks that exists between TSI inst ruments. Additionally, the goal is to create a second identical instrument set. To maintain continuity of results, both sets need to be comprised of the same equipment, running the same software. TSI, Inc. is the only known supplier of the CPC to be purchased. The circumstance permitting Other than Full and Open Competition is FAR 6.302-1 Sole Source, Only one responsible source and no other supplies or service will satisfy agency requirements. Delivery of the CPC is 30 days after purchase order award. All interested parties who believe they can provide the required product should fully explain their capabilities and qualifications in writing within 10 days from the date of this announcement. This solicitation and amendments will be available via the internet at the following URL: http://www.epa.gov/oam/rtp_cmd/index.htm The intent of this synopsis is to state the Government's intention to sole source this acquisition and to determine if any other source(s) exist; and, therefore, no solicitation (RFQ) is available. Consequently, any response(s) failing to provide the aforementioned data but instead choosing merely to submit a routine letter requesting a copy of the RFQ will not be honored.
