- Intended Method of Procurement: SDDC intends to negotiate a non-competitive firm-fixed-price purchase order utilizing FAR 13 Simplified Acquisition Procedures (SAP). A sole source Justification & Approval (J&A) document is being coordinated, and upon approval, a copy of it will be posted here on FedBizOpps to comply with the public display requirements of FAR 6.305. Description of Supplies/Services: The proposed contract action is to purchase the WebEOC Crisis Information Management System product suite, developed and manufactured by ESi Acquisition, Inc. WebEOC will provide secure real-time information sharing within SDDC's Emergency Operation Center (EOC) at Military Ocean Terminal Concord (MOTCO) and Military Ocean Terminal Sunny Point (MOTSU) during escalated incidents. This information management system consists of web-enabled technology specifically designed for incident and emergency management. The supplies/services will include the following: - WebEOC Professional - Standard Edition v7 with 1/Yr 1 Silver, Product ID SW-CIMS7-PRSS - ASP Setup, Product ID TS-ASPSU-ES - ASP Hosting for up to 250 Concurrent Users (Annual), Product ID TS-FINSD-ES - Configuration, Administrator Training, User Training and Process Validation, etc. Statutory Authority: This action permitting other than full and open competition is being pursued under the authority cited at FAR 6.302-1(a)(1), 10 U.S.C. 2304(c)(1), which authorizes sole source procurements when supplies/services are available from only one responsible source. Reason for Authority Cited: SDDC's 596th Transportation Brigade installations at MOTSU and MOTCO are required by Department of Defense Instruction (DoDI) 6055.17, DoD Installation Emergency Management Program, Change 1, November 19, 2010, to use a Common Operating Picture and information management system in order to execute and support their Installation Emergency Management Plans. The 596th Transportation Brigade has mutual aid agreements in place with local and county emergency management civil authorities. These civil authority partners are currently using ESi's WebEOC products to manage their emergencies. As such, the 596th requires the purchase of ESi's products and software in order to establish and maintain interoperable communications with these civil authorities. It is the only known solution that would to ensure seamless data sharing during any mutual aid emergency services. Anything short than a seamless dataflow will defiantly hamper mutual aid efforts, if not cause them to fail completely. If WebEOC is not procured, the 596th will not have the adequate incident reporting and management capabilities in the event of crisis or security incidents, thereby creating a mission gap that could have grave consequences for public safety and national security. ESi Acquisition has confirmed that it is the sole developer and manufacturer of the WebEOC product suite. While a limited number of products can be sold through other venues, such as GSA, the required products and services for this requirement are delivered by ESi only - there are no certified resellers. As the WebEOC software developer, only ESi can issue corrections or updates to the software due to source code proprietary restrictions. Market Research Efforts: Market research was conducted using internet sources and contacting other government counterparts. - Personnel from Fort Bragg DPTMS and Red River Army Depot DES were contacted as part of the market research. Both installations use WebEOC to meet the requirements of DODI 6055.17. In addition US Marine Corps Installations East Operations & Plans Division was contacted and they use WebEOC to meet the requirements of DoDI 6055.17 also. - The following primary partner agencies that share responsibilities for quickly responding to and recovering from major disasters that impact the missions of the 596th Transportation Brigade us WebEOC to provide Common Operating Picture during emergencies: The State of North Carolina Division of Emergency Management; Brunswick County Emergency Services, NC; New Hanover County Emergency Services, NC; and San Diego County, CA. The California Emergency Management Agency (Cal EMA) has selected WebEOC to replace their current system. Inquiries: Notwithstanding, any firm that believes it is possible to meet this requirement on other than a sole source basis may submit a response, which if received by Monday August 6, 2012 at 10:00 a.m. CST, will be considered.
