HSTS01-12-R-RES405 - DOL Wage Determination HSTS01-12-R-RES405 - Statement of Work HSTS-01-12-R-RES405 - Solicitation SOLICITATION NOTICE: This notice hereby provides the solicitation for the "Janitorial Services for the TSA at LBB" requirement. Please note the MANDATORY site visit will take place on August 9, 2012, reference page 20 of the RFP. All questions are due by the time and date outlined in the RFP and will be answered as soon as possible as an amendment to the RFP. This amendment will be available via the FBO website only. Responses are due by 4pm on August 22, 2012 via email to Evelyn.Tyndell@dhs.gov. Please note the insurance requirements summarized in the presolicitation notice and detailed in the solicitation. PRESOLICITATION NOTICE: The Transportation Security Administration (TSA) will solicit proposals from Small Businesses to perform "Janitorial Services for the TSA at Lubbock Preston Smith International Airport (LBB)" in Lubbock, Texas. The contractor will provide janitorial maintenance service, seven (7) days a week for approximately 5,457 square feet of TSA-occupied space and checkpoint space. The space is dedicated to passenger and checked baggage screening operations or screening operations support, all for the exclusive use by the TSA. The Contractor shall provide all labor, supervision, uniforms, cleaning supplies and equipment necessary to perform this requirement. Contractor employees will be required to meet all airport security screening requirements which include a criminal history, background and fingerprint check. The Contractor shall meet and maintain all insurance requirements established by the City of Lubbock. All interested companies shall show proof of at least the minimum insurance as required by the City of Lubbock in their solicitation response. The insurance requirements are as follows: • The City of Lubbock must be listed as an "additional insured" on a primary and non-contributory basis on the general liability policy; • A minimum of $500,000 General Liability coverage per occurrence; • Workers' Compensation coverage pursuant to Section 406.002 of the Texas Labor Code OR Occupational Accident and Disability Insurance. This policy shall be endorsed to include a waiver of subrogation in favor of the City of Lubbock; and • Employer's Liability coverage with a limit of $500,000 per occurrence. This acquisition is a total small business set aside and will be conducted in accordance with FAR Parts 12 and 15. The North American Industry Classification System (NAICS) code for this acquisition is 561720 and the small business size standard for this NAICS code is $16.5 million dollars average in annual receipts. All responsible sources considered a Small Business under this NAICS code are eligible to respond to this solicitation. TSA anticipates publishing the RFP on or about July 30, 2012 on the Federal Business Opportunities (FEDBIZOPPS) website. Potential Offerors are hereby notified that future information about this acquisition, including the solicitation and subsequent amendments, will only be available on the Federal Business Opportunities website www.fbo.gov. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information about this acquisition A MANDATORY site visit will take place on or about August 9, 2012 with proposals due on approximately August 22, 2012. Contract award is estimated on or about September 14, 2012 with an effective start date approximately September 30, 2012. A firm fixed price contract is contemplated with a total period of performance, including option periods, of five (5) years. The performance period consists of one 12-month base period with four 12-month option periods. This notice is not considered to be a commitment by the Government nor will the Government pay for information solicited; no basis for a claim against the Government shall arise as a result from a response to this notice or Government use of any information provided. Request for the solicitation will not be accepted, DO NOT REQUEST A COPY OF THE SOLICITATION.
