- RFI SOW for Test and Evaluation DHS RFI for Test and Evaluation Solicitation Number: DHS-TEST-CHEM-FY-2012 Notice Type: Sources Sought NAICS Code: 541380 Testing Laboratories PSC Code: H268 Equipment and Materials Testing-Chemicals and Chemical Testing Per Federal Acquisition Regulation (FAR) Part 10 - Market Research, this RFI is posted for data gathering and planning purpose only. It does not constitute a solicitation, and shall not be construed as a commitment by the Government to issue a solicitation or award a contract. Any information provided by industry to the Government as a result of this RFI is strictly voluntary. The Government will not reimburse any respondent for any costs associated with information submitted in response to this RFI. Responses will not be returned. The statement of capability shall be unclassified. Proprietary information is not being solicited; however, if it is submitted, highlight and clearly mark those sections with "proprietary information." The information obtained from industry's responses to this RFI may be used in the refinement of OHA technical requirements and the development of an acquisition strategy and future solicitation FAR Provision 52.215-3 is hereby incorporated in full text: 52.215-3 Request for Information or Solicitation for Planning Purposes (OCT 1997) a. The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. b. This solicitation is issued for the purpose of: [Not Applicable, this is an RFI] (End of provision) Background: The Department of Homeland Security, Office of Health Affairs (DHS OHA) is developing a test and evaluation (T&E) process utilizing a prescribed set of performance specifications to evaluate and assess commercially developed chemical vapor detectors for use within the civilian public and private sectors. This test plan details the vetted procedures and methodologies recommended for use under controlled laboratory conditions to test commercial off-the-shelf (COTS) stationary, autonomous chemical vapor detectors that will be operated in various indoor and outdoor type environments. This T&E and the recommended test set-up describe the procedures and methodologies for testing the select TICs, CWAs and interferents at various environmental conditions. **See Attachments for more Details**
