- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, N40192-12-Q-7059 is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-55. This procurement is a 100% Small Business set-aside IAW FAR 19.502-2. The NAICS code is 315222 and the small business size standard is 500 employees. The contractor shall provide the following commercial items requested in this solicitation: ALL PERSONAL PROTECTIVE EQUIPMENT MUST MEET NFPA 1971 STANDARDS PERSONAL PROTECTIVE EQUIPMENT FOR STRUCTURAL AND PROXIMITY CLIN Specifications: CLIN 0001 - 3 EA - Fire Fighter Proximity coat with radio pocket that is 3"D X 3.5"W X 9"L and two bottom front pockets that are 8"W X 8"L X 2"D with hand warmers, coats should be zipper and Velcro to close the coat. Chest Size: 38/32. The coat should have a drag rescue device installed in-between the outer layer and inner lining, reinforced elbows, with a 7 oz aluminized Kevlar shell. Must meet NFPA Standards. CLIN 0002 - 8 EA - Fire Fighter Proximity coat with radio pocket that is 3"D X 3.5"W X 9"L and two bottom front pockets that are 8"W X 8"L X 2"D with hand warmers, coats should be zipper and Velcro to close the coat. The auto-extrication gloves need to be bright yellow, with abrasion and puncture resistant palm, fingers and knuckle pad, needs to cover the user's wrist, and needs to have several layers of protection where the thumb meets the hand area. CLIN 0023 - 50 EA - Auto-Extrication gloves. Glove size: Large. CLIN 0026 - 50 EA - Rope/Rappelling Gloves. Size: Large. CLIN 0027 - 50 EA - Rope/Rappelling Gloves. Size: Extra Large. CLIN 0028 - 2 EA - Rescue Randy Training Dummy. Need to be 5' 5" tall and weighs 105 lbs. CLIN 0029 - 2 EA- Jennifer Training Dummy. Need to be 4 ft tall and weighs 38 lbs. CLIN 0030 - 75 EA. Utility Knife. The utility knife need to be collapsible and fit into a poach that fits on a belt. Needs to have the following items: Needle nose pliers, wire cutter, electrical crimper, serrated knife, saw, wood file, metal file, large screwdriver (Phillips and flathead), bottle opener, can opener, ruler, and stainless steel body, need to have a safety device to lock the blades and tools while in the open position and closed position. CLIN 0031 - 30 EA - Gear Bag. The gear bag should be at least 27"x 7"x12", have two pockets on it, needs to have nylon webbing straps for carrying, and should say FIREFIGHTER on the side of the bag and color should be RED CLIN 0032 - 80 EA - Personal Protection Gear Bag. The Personal protection gear bag should be at least 30"x 4" x 20", with four pockets two on the front and two on the side, should have two interior pockets approximately 14" x 12" x12", should have nylon carrying straps, needs to have an ID pocket with a clear cover and needs to be RED. CLIN 0033 - 12 EA - Gated WYE. Needs to be a valve with 1.5" Female NST inlet by (1) 1.0" male NST outlet and (1) 1.5 Male NST outlet with short handles. CLIN 0034 - 12 EA - Nozzles Single grip 1". Firefighting nozzle with bumper guard and dual flow rates 10-24 gallons per minute. CLIN 0035 - 200 EA - Water rescue cascade decals to mark equipment. Should read "WATER RESCUE" in all CAPS and be able to stick to helmets. CLIN 0036 - 75 EA - Water rescue knives. Need to be 6.5 inches in length, 3 ¼ inches in blade length and no more than 4.4 oz. CLIN 0037 - 25 EA - Throw bag with 8mm diameter line with 75 feet of rope inside of a cloth bag. The bag should not weight more than 1 lb. 13oz. The bag color should be red, with a loop at the top of the bag and a hole on the bottom of the bags where the rope can come out and a hole on top where you can load your rope. CLIN 0038 - 20 EA - Whistle Orange. The whistle should come with a ring on it to attach other items. The user should be able to blow into it and make a loud noise for people to hear them. CLIN 0039 - 20 EA - Jumpsuits XL Yellow NFPA approved. Jumpsuits should have full length zipper front closure, two chest pockets with no flaps for storage, two rear pockets, two patch hip pockets, adjustable fabric backed snap wrist closure, elastic back waist designed ad should be made of 6 oz NOMEX and meet Cal OSHA standards. CLIN 0040 - 25 EA - Orange LED Survivor Flashlight with battery. The light should put off more than 26 lumens, come with the proper batteries, have a clip on the back of the flashlight and have a 90 degree angle at the top of the light so the light goes straight out when clipped onto a coat. CLIN 0041 - 50 EA - Safety glass's with interchangeable eye shields clear and smoke gray, an elastic retention strap, a micro-fiber lens pouch/cleaning cloth, a bottle of anti-fog solution, also a semi rigid protection case, adjustable ear bends, has to have 100% UVA/UVB protection and exceed ANSI Z87.1-2003+ and meet U.S. Military.15 caliber ballistic impact Test MIL-PRF-31013. CLIN 0042 -25 EA - Eye protection. Should be able to withstand a 350 degree heat exposure, needs to fit over most prescription safety spectacles, needs to have an anti fog inner surface, should be made of silicone frame and elastic straps, should also come with universal full brim HAT attachment and be able to adjust the strap tension. Must meet NFPA Standards. Quotes should include material description, catalog cuts or other photos to be technically acceptable.
