Description
U.S. Department of Agriculture, Agriculture Research Service in Beltsville, Maryland intends to award a sole source contract for the following four Demo model items for a quantity of one each on all four items below,to the vendor: Thermo Electron North America LLC, located at 5225 Verona Road in Madison, Wisconsin 53711, at phone number 1-800-532-4752. These items have been on loan to the Government for 2 years and are now being purchased. (1) Material Number: 60057-60111, Demo Model Pump, UHP Liquid Chromatography system, Accelera 1250, (2) Material Number: 60057-60121, Demo Model Accela1 HTC with three door cool stk, tbl ; (3) Material Number: 60057-60140, Demo model detector, accela, pda/80Hz, 1Cm, Material number: 60057-60060, Demo kit, system, Accela UHP. UHP Liquid Chromatography system minimum requirements directly below: •1. The system must be fully compatible with Thermo Fisher Xcalibur software, version 2.1 and 2.2. The PDA detector must have built-in calibrant consisting of Holmium oxide in Perchloric acid solution sealed in a Quartz vial. The PDA detector must have built-in calibrant consisting of Holmium oxide in Perchloric acid solution sealed in a Quartz vial. The detector must have a drift of ≤1 mAU / hr after warm up at 254 nm and 546 nm at a stable temperature The detector must have a non-linearity of ≤ 5% up to 2 AU at 256 nm The detector must give a wavelength accuracy of ± 1 nm. The detector must be able to monitor the wavelength range from 190 nm to 800 nm in increments of 1nm. The detector must have a diode array of 512 photodiodes. The detector must have up to 2 analog absorbance outputs capable of 20-bit digital / analog conversion or un-attenuated at 10 mV / AU, 100 mV / AU or 1.0 V/ AU •3. The UPLC PUMBP •a. The pump must be a dual piston, reciprocating, serial with low pressure mixing. •b. It must have the capability of pumping 4 (quaternary) solvents. •c. The pump must have a delay volume less than 70uL. •d. It should not have a pulse dampening device. •e. The pump must be able to deliver a minimum isocratic flow rate of 0.1 µL / min and a minimum gradient flow rate of 50 µL/min. •f. The pump must be able to handle back pressures up to 1250bar (18,125 psi). •g. t must be able to pump a maximum flow rate of 2000 µL / min •h. The pump must have flow rate range of 0.1 - 2000 µL / min at 40 to 1250 bar (588 to 18,125 psi) •i. It must be able to provide a compositional accuracy of ± 1% at a flow rate of 25-500 µL/min •j. The pump should have a flow rate resolution of 0.1 µL / min. •k. The pump should have a proportioning resolution of 0.01%. •l. The pump should have an aliquot volume resolution of 0.1 µL. •m. The pump should have a built-in 4 channel vacuum membrane degasser having a hold-up volume of < 500 μL per channel •n. The pump wetted parts constructed from: 316SS, titanium, PEEK, ruby, sapphire, FEP, GFP, TZP-ceramic •4. The Autosampler •a. The auto sampler must be able to accommodate 6 96-well plate •b. The autosampler must have refrigerated temperature control This notice of intent is for informational purposes only and is not to be construed as a commitment by the Government. This notice is not a request for competitive quotations. No solicitation document is available and telephone requests will not be honored. Any firm that believes it can provide the equipment listed above may submit substantiating documentation in writing to the identified point of contact not later than COB August 6, 2012. The successful company must be registered in the Central Contractor's Database (CCR) and also the Online Representations and Certification (ORCA) at http://orca.bpn.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination not to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
