There is no solicitation available at this time. The army requires repair and engineering / field support services for the Single Channel Ground and Airborne Radio System (SINCGARS). SINCGARS is the primary command and control Very High Frequency (VHF) radio system that is used by the US Army for voice communications at and below Battalion levels. Currently, numerous versions of the radio have been fielded in support of on-going operations and are required repair and RESET to maintain their operational effectiveness and be prepared to deploy when needed. The required engineering/field support services are for SINCGARS RESET, to include Communications-Electronics Evaluation Repair Team (CEER-T) and Communication System Vehicular Integration services. The CEER-T Team and Integration Team are the Special Repair/Vehicular Integration Teams designed to deploy to army units in CONUS / OCONUS to conduct SINCGARS RESET in support of the Army Force Generation (ARGORGEN) RESET Cycle. The establishment of the SINCGARS CEER-T team and Integration Team is a direct result of CECOM support to AMC's implementation to the ARGORGEN portion of the Army Campaign Plan. Both CEER-T and Integration activities are performed utilizing a partnering initiative between the Contractor and Tobyhanna Army Depot (TYAD). CEER-T Team and Integration Team, as the stand-alone teams, will travel to each unit's home station to perform SINCGARS RESET. CEER-T Team will perform the following maintenance procedures: 1) Visual inspection of key points in accordance with appropriate technical manual/documentation; 2) Function test; and 3) Repair major end items 10/20 standards level and perform Quality Assurance/Quality Control check. CEER-T functions include test/inspection/repair of the following SINCGARS systems: Receiver-Transmitter RT-1523/A/B/C/D/E/F; Vehicular Amplifier-Adapter AM-7239/A/B/C/D/E and RF Power Amplifier AM-7238/A/B. Integration Team will fulfill the following responsibilities: 1) a 100% inspection to ensure the installations and repairs are to 10/20 standards and the all systems are operational; 2) Perform final verification and test of installed system(s); and 3)Installers to service units returning to their home stations from operational deployments and equipment designated as Leave Behind Equipment (LBE) and Unit Maintained Equipment (UME); performing necessary maintenance actions to bring the unit to their pre-deployment condition. These services include installation of hardware and installation kits into wheeled and tracked vehicle platforms or other platforms identified to host equipment utilizing accepted procedures provided as GFE/GFI. The following Communication Systems are expected to be included within this Integration activity: SINCGARS Receiver-Transmitter RT-1523/A/B/C/D/E/F, Vehicular Amplifier-Adapter AM-7239/A/B/C/D/E, RF Power Amplifier AM-7238/A/B and Mountings; AN/PRC-148 Multiband Inter/Intra Team Radio (MBITR); Force XXI Battle Command, Brigade-and-Below (FBCB2)/ Blue Force Tracker; Defense Advanced GPS Receiver (DAGR); and Enhanced Position Location and Reporting System (EPLRS). Interested sources which have technical knowledge of SINCGARS radio family elements and can provide support to the level described above are invited to send a response describing in detail their ability with regard to each of the areas listed above. The interested sources must also be able to execute the plan within the time of an award. The interested sources also must be able to support that they have the ability to perform the followings: 1)Be able to assist the Government in recovering serviceable circuit card assemblies that were deemed non-functional on the reset missions. The forward screening effort uses existing production test equipment to assess the returned cards from the RT-1523 "E" and "F" model radios and ensure that all specification requirements are met. 2)Be able to assist the Government in verifying serial number information for radios that have missing or damaged Data Plates. The information from the various circuit card assemblies located within the radio is used to extract original configuration data from the production database to correctly identify the required serial number. New Data Plates are then manufactured and sent to the mission to complete the reset process. 3)Be able to assist the Government in completing software upgrades, when needed. Each Technician Lead has the ability to upgrade software using a company owned computer and a special adapter cable that is taken to every mission. This allows the limited number of GRM-122 test sets to be used for the test and troubleshoot portion of the RESET mission, reducing delays. Each lead also has ability to load multiple radios at one time when large quantities are expected to impact the mission. This eliminates the need to send a separate Government team to the mission site to compete this reset requirement. Interested sources must be a U.S. vendor possessing the necessary security clearance to process Communications Security COMSEC equipment. Response shall be submitting in writing through email to U.S. ARMY CECOM, ATTN: RDER-PRC-TR (Stanley Chan) at Stanley.U.Chan@us.army.mil or ATTN: RDER-PRC-TR (Chit Lee) at chit.lee@us.army.mil. Pertinent information received from this market survey will be evaluated by the Government technical personnel for the purpose of planning. Proprietary information is not being solicited. The Government will not reimburse interested sources or responders to this notice for any information received and any costs incurred in responding, or for subsequent exchanges of information. Information submitted does not constitute a proposal, but will be considered an exchange of capabilities and ideas.
