Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1. PLACE OF PERFORMANCE. The Contractor shall perform the services cited herein at the Albany Field Office (AFO) Reservation, 1 Bond Street, Troy, New York. The facility consists of an administration building, a warehouse/garage building, a lock operations building, several storage buildings of various sizes, a navigation lock, and approximately 4 acres of land bounded by a security fence on the northern, eastern, and southern perimeter, and by the Hudson River on the western perimeter. A layout of the facility, including the location and numbering of buildings, is included at Appendix "A". Approximately 20 civilian employees work at the facility, however, during the period of contract services, the facility will normally be unoccupied. 2. GENERAL REQUIREMENTS. The services required under this contract are limited to unarmed security guard services. The guard(s) (27101 Guard I) carries out instructions and procedures primarily oriented to insure that emergencies and security violations are readily discovered and reported to appropriate authority. The primary duty is to observe and report security and emergency situations. The guard(s) directly intervenes only in situations which require minimal actions to safeguard property or persons. Duties require minimal training and physical fitness standards. a. The contractor shall be licensed in the State of New York and shall comply with all State and local laws applicable to security guards. Where required by local law or ordinance, prior to the commencement of work the Contractor shall obtain and furnish copies of any licenses, permits, etc. for the Contactor and for each employee serving as an unarmed security guard. b. The Contractor shall furnish trained personnel, uniforms, equipment, material, and supervision (with the exception of Government-furnished facilities, equipment and materials specified herein) to satisfactorily maintain the physical security of the AFO facility. c. Services performed under this contract shall be subject to inspection and acceptance by the Contracting Officer or his duly authorized representative (COR). d. The Contractor shall endeavor to prevent the occurrence of fires, explosions and other catastrophes by close observation of the buildings, machinery, vehicles, electrical equipment, and personnel to identify unsafe or potentially unsafe conditions, procedures or activities. Upon the citing of any unsafe condition, the COR or his designee shall be notified and admission to the unsafe area shall be restricted. Only authorized personnel shall be allowed admittance to the restricted area in order to minimize the risk. e. The Contractor shall prepare and submit a full report of incidents that are considered security breaches, violations of administrative regulations, or the assignment as set forth herein. See paragraph 13 entitled, "Record Keeping" for daily report requirements. Daily reports shall be supplemented as required to fully detail all unusual events/incidences. f. The Contractor shall receive, secure, and account for all keys issued to the Contractor for use in the performance of this contract. Duplicate or replacement keys must be requested through the COR. Authorized duplicates will be provided at the Governments expense. Keys issued for duty performance will not be removed from the installation. g. The Contractor shall maintain records and submit reports in accordance with appropriate regulations, directives and orders and requirements contained herein. h. All guards reporting for duty shall adhere to the following: 1) Complete, clean and neat uniform. 2) Personal appearance acceptable for the security profession. 3) Physically capable of standing watch (i.e., physically capable of performing duties, free of intoxicants including alcohol and drugs, sufficiently rested, etc). i. All guards shall be fluent in the English language and shall be capable of understanding instructions and all special orders.
