Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6072, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Division of Cancer Control & Population Sciences (DCCPS), plans to procure on a sole source bases with Mayo Clinic, 200 First St., SW, Rochester, MN 55905to provide support to the Native Cancer Information Resource Center & Learning Exchange (CIRCLE). The services herein are being procured in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106-1 (b)(1). The North American Industry Classification System Code is 541990 and the business size standard in $14.0M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve months with two twelve month option periods. It has been determined that there is no opportunity to acquire green products or services under this procurement. Native C.I.R.C.L.E. (Cancer Information Resource Center and Learning Exchange) has been in operation as a national clearinghouse for cancer education materials specific to American Indian and Alaska Native communities for lay and professional use since September 1998. This resource center has become part of NCI's effort to disseminate the results of community-based research, including the culturally appropriate educational materials developed as part of the research endeavor. It is a collaborative effort with the Mayo Clinic and the NCI-supported Network for Cancer Control Research among American Indian and Alaska Native Cancer Populations, the oversight body for the Native CIRCLE, which has approval authority for materials included in the resource center to ensure that they are appropriate, relevant and evidence-based. Native CIRCLE has evolved to become the educational arm for the NCI Special Populations Network/Community Networks Program "Spirit of Eagles," collecting and distributing materials developed and tested through its research projects. The reputation of Native CIRCLE extends nationally as a central resource for dissemination of research results and distribution of materials proven effective through research. The Network's connection to Native American researchers and tribal organizations provides a unique opportunity to provide outreach in this manner. The contractor shall enable the Native CIRCLE resource center to: • obtain cancer control research and educational materials from researchers and educators working with American Indian and Alaska Native populations, • schedule their review by the Native CIRCLE advisory board, • catalog approved materials and enter them into the Native CIRCLE database, • answer requests from those seeking to use the materials, and • keep a record of those requests. The Mayo Clinic houses the Native CIRCLE, providing space and financial support to maintain the resource center, which provides cancer-related materials to healthcare professionals and lay people involved in the education, care, and treatment of Native peoples. Mayo Clinic also provides support for the Network for Cancer Control Research among American Indian and Alaska Native Populations, the oversight body for the Native CIRCLE, which has approval authority for materials included in the resource center to ensure that they are appropriate, relevant and evidence-based. In addition, the Mayo Clinic has trained personnel who are completely familiar with the operation and content of the Native CIRCLE and whose experience includes obtaining materials from researchers and educators, scheduling their review by the Native CIRCLE advisory board, cataloging approved materials and entering them into the database, answering requests from those seeking to use the materials, and keeping a record of those requests. The Network's connection to Native American researchers and tribal organizations provides a unique opportunity to accomplish outreach among Native communities. Mayo Clinic is the only organization that houses the already vast database of research-tested materials. There is no other organization with the knowledge and resources to carry out this work. There is a constant inflow of new materials, which must be cataloged, copied, stored and distributed to requestors. There is an advisory board to the CIRCLE that must review content, so there is a continuous turnover, with new materials being requested by more and more users every year. Native CIRCLE at Mayo Clinic is the only place that has this centralized process for research among Native Americans. Mayo Clinic is the only source which has access to these materials and all materials belong to Mayo Clinic. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on August 10, 2012. No electronic capability statements will be accepted (i.e. email or fax). An original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
