- SOURCES SOUGHT NOTICE THIS IS NOT A FORMAL REQUEST FOR QUOTATION (RFQ) AND DOES NOT COMMIT THE NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY (NIST) TO AWARD A CONTRACT NOW OR IN THE FUTURE This is a SOURCES SOUGHT NOTICE to determine the availability of small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) under NAICS code, 541380, that have the capability, experience, and expert knowledge in the area of conducting analysis services for certification of a cement Standard Reference Material (SRM). BACKGROUND INFORMATION The Analytical Chemistry Division (ACD) of the National Institute of Standards and Technology (NIST) develops reference materials and test methods, critically evaluates test methods, and applies techniques for identification and measurement of inorganic species using a number of analytical methods. This effort includes development and certification of Standard Reference Materials (SRMs), which are used by many government agencies and private industrial companies. To this end, the ACD requires Contractor support to provide comprehensive testing services for elemental analysis and chemical properties of portland cement and blended portland cement in accordance with ASTM International Standard C114 in its latest published version. SCOPE OF WORK The Contractor shall analyze samples of cement SRMs in accordance with ASTM C114 in its most recently published version and disseminate results in a technical report. The Contractor shall perform all analyses at a single facility because the successful completion of some tests depends on the successful completion of other tests in the same laboratory with all specimens for all test methods coming from the same units of cement material. The Contractor shall perform all project tasks in accordance with an ISO 17025 compliant quality system because certification of reference materials requires validated test methods implemented by trained staff in a manner compliant with standardized laboratory procedures. SPECIFIC REQUIREMENTS TASK 1: The Contractor shall conduct analyses on NIST-furnished materials, in accordance with the most recent version of ASTM C114, where applicable. All tests shall be performed on duplicate specimens from each of six (6) vials of SRM 1886b candidate cement and one (1) vial of cement designated as a quality assurance material. Analyses shall be conducted and a technical report submitted within 90 days of receipt of samples shipment from NIST. 1. Total Ca as CaO, ASTM C114 gravimetric method 2. Total Si as SiO2, ASTM C114 gravimetric method 3. Total S as SO3, ASTM C114 gravimetric method 4. Total P as P2O5, ASTM C114 UV/Vis method 5. Total Na, Mg, Al, K, Ti, Cr, Mn, Fe, Zn, Sr, and Ba (expressed as the oxide compounds) by inductively coupled plasma optical emission spectrometry (ICPOES) 6. Cl as chloride, ASTM C114 method 7. Free lime, ASTM C114 method 8. X-ray fluorescence analysis (meeting C114qualification for rapid methods) with borate fusion sample preparation for Total Na, Mg, Al, Si, P, S, K, Ca, Ti, Cr, Mn, Fe, Zn, and Ba expressed as the oxide compounds 9. Insoluble Residue, ASTM C114 method 10. F as fluoride by ion selective electrode method 11. Sulfide sulfur, ASTM C114 method 12. Loss on ignition at four temperatures (45 ºC, 220 ºC, 550 ºC, 950 ºC) by the appropriate ASTM method. Task 2: The Contractor shall prepare a technical report that documents the sample preparation, calibration, analytical results, and quality assurance results for all samples analyzed. Small businesses that currently possess such capabilities and have prior experience providing services using this expertise are encouraged to respond to this notice by providing the following information: 1. Brief narrative providing evidence of expertise in providing cement sample analysis. 2. Capabilities Statement discussing core competencies and past projects relative to scientific editing efforts. 3. Current socioeconomic status of your company including the North American Industrial Classification System (NAICS) code. 4. Indication of whether your company currently has an active registration in the Central Contractor Registration at www.ccr.gov and Online Representations and Certifications Application (ORCA) at https://bpn.orca.gov No telephone requests will be honored. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of their capability statement assessment. Responses shall be limited to 3 typed pages, including attachments.
