- The following is a Sources Sought notice only. This announcement seeks information from industry, which will be used for preliminary planning purposes. This is not a Request for Quote (RFQ) or Request for Proposal (RFP). THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPIOS. This notice is a market research tool used for planning purposes only to determine the availability of capable contractors able to do the following: Basic Trainee Complex Barracks/Company Operations Facilities (BCOFs), Fort Leonard Wood, Missouri The following is a Sources Sought request. The U.S. Army Corps of Engineers, Kansas City District is seeking a construction contractor to execute a Design-Bid-Build Solicitation for construction of 3 Barracks/Company Operations Facilities (BCOFs) at Fort Leonard Wood, Missouri. This Project is a Design-Bid-Build Project that includes construction of three BCOFs that are each three stories and 64,700 square feet in size. All buildings are located at Fort Leonard Wood, Missouri on the same parcel of land. The Project includes all procurement, installation, plant, labor, equipment, materials, and transportation and performing all required work to construct the BCOFs. The project is the second phase of two phases and all major grading has been accomplished under the previous phase. Some grading and building pad preparation will be required, as well as final landscaping, troop walkways, and other necessary site improvements. Additionally, the contractor will be required to perform enhanced commissioning of the project and meet a minimum of a Leadership in Energy and Environmental Design (LEED) rating. Each BCOF includes sleeping bays, lavatory rooms that accommodate 10-12 personnel at a time, command offices, training rooms, luggage storage, company supply storage room, company staging room, multipurpose room, scrub room, laundry rooms, vault, and utility rooms (electrical, mechanical, and communications). The exterior scope includes pavement that abuts an existing running track, troop walkways, exterior lighting, trash enclosures, and landscaping. On one BCOF, there is a physical training pit with pull-up bars and rubber chips located outside the building. The following information is requested in this Sources Sought (SS): 1. Firm's name, addresses, point of contact, phone number, and e-mail address; 2. Firm's interest in providing a proposal on the pending solicitation once issued; 3. Experience: Evidence of capabilities to perform work comparable to that required for the three BCOFs. Provide three recent projects (not more than five years old). Include the project name and description of the key/salient features of the project (i.e., square footage, multi-story, barracks type sleeping bays, gang lavatories, multiple laundry facilities, classrooms, storage, site work, etc.), completion date, total contract construction value, number of modifications, whether it was design-build or construction only, and your company's level of involvement in the project. Please provide at least one point of contact (with email address and phone number) for project validation. 4. Firm's capability to perform a contract of this magnitude and complexity; 5. Firm's small business category and business size (Section 8(a), Historically Underutilized Business Zones (Hub-Zone), Women Owned, Service Disabled Veteran Owned (SDVOSB) and Historical Black Colleges and Universities/Minority Institutions (HBCU/MI)); 6. Firm's Joint Venture information, if applicable; and 7. Firm's Bonding Capability (construction bonding level per contract and aggregate bonding level, both expressed in dollars) via letter from bonding company. 8. Briefly discuss the cost variations of completing this project as a whole or bidding one building. Would this affect your participation? Drive your cost up or down? Are there schedule advantages?
