- The Airborne Threat Simulation Team (Code 539400E) Division at Naval Air Warfare Center, Weapons Division (NAWCWD), Point Mugu, CA seeks to increase competition for an I/J Band Digital Radio Frequency Memory (DRFM) meeting current Government requirements. At this time, supplies are believed to be available only from the original source (KOR Electronics, Inc.) in the case of a follow-on contract for the continued development and production of the AN/ULQ-21(V) threat jamming suite of which the DRFM is a highly specialized piece of equipment. It is believed that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition; and unacceptable delays in fulfilling government requirements. Therefore, per FAR Subpart 6.302-1, the Government believes that only one responsible source and no other supplies or services will satisfy government requirements. However, the Government solicits and encourages comments about the requirement from potentially capable businesses, including comments as to why potentially capable vendors are not interested in participating in a competition for this work. In addition to searching the market for qualified vendors, the results of the sources sought will be utilized to determine if any Small Business Set-Aside opportunities exist. All Small Business Set-Aside categories (e.g., 8(a), HUBZone, SDVOSB, WOSB, EDWOSB) will be considered. The Government requests that all companies, both Large and Small, submit their business size by North American Industry Classification System (NAICS) code and all Small Business categories that they qualify under to the Government's Contract Specialist Adrienne Hickle (contact information listed below) by 8 August 2012. The DRFMs are a part of the AN/ULQ-21(V) Countermeasures Set which simulates all currently observed and projected threat countermeasures that might be used against U.S. weapon systems. The DRFM defined in this specification is intended to satisfy the recurring need of Department of Defense (DoD) Test and Evaluation (T&E) for weapons T&E and operator training, providing a realistic threat environment for both captive carry and live fire tests. The AN/ULQ-21(V) is most widely used in the AN/ALQ-167(V) pod on full scale military aircraft as well as in various subscale aerial targets. The DRFM's are typically used more than once and are subject to extremes of temperature, vibration, acceleration, shock, and vehicle electrical system transients. They must exhibit a very high probability of successful, multi-time use after initial acceptance testing, potentially long storage periods, and after extensive captive flight testing prior to live-fire events. The DRFM shall be fully programmable and have the ability to receive, memorize and retransmit a victim's continuous wave (CW), frequency modulated or phase coded radar signal. The DRFM shall be capable of operating in two system modes: technique mode and threat mode (library of techniques). The DRFM shall have the ability to respond to up to 2 simultaneous prioritized signals that are in the threat library with individual techniques. In addition, the DRFM shall be capable of operating in two basic modes of operation for each system mode: pipeline and stored delay. For all system modes and modes of operation, the DRFM shall provide a method to continuously play out a captured RF signal while applying Electronic Attack (EA) techniques via the RF output connector on the front panel including, but not limited to, coherent coordinated velocity and/or range deception techniques. Copies of the Performance Specification for I/J Band Digital RF Memory (DRFM), 13672-ATS-676J and the DRFM Outline Drawing, 1611AS13830 Rev A may be requested from NAWCWD POC Eric Finn by email at eric.finn@navy.mil. All qualifying documentation, to include a capabilities statement between 5 and 10 pages, will need to be sent to both the Contract Specialist Adrienne Hickle by email at adrienne.hickle@navy.mil and the NAWCWD POC Eric Finn by email at eric.finn@navy.mil. Documentation should be compatible with Microsoft Office or in PDF format. Delivery of the DRFM's will be Free On Board (F.O.B.) Destination and within 300 days After Receipt of Order (ARO). Delivery of qualified DRFM ™s are estimated to begin 300 days after an award is made. A synopsis is anticipated to be issued in 4th Quarter CY12 followed by a solicitation to be issued in 1st Quarter CY13. DISCLAIMER: "This sources sought is for informational purposes only.
