- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE ACTION CODE: <PRESOL> CLASSIFICATION CODE: 66 - Laboratory Equipment and Supplies SUBJECT: Vacuum Load-lock SOLICITATION NUMBER: NB684070-12-03596 RESPONSE DATE: August 10, 2012 CONTACT POINTS: Chris Ganey, Contract Specialist, 301-975-6205 Patrick Staines, Contracting Officer, 301-975-6335 DESCRIPTION: The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Mettler-Toledo, of Columbus, Ohio for the purchase of a Vacuum Load-lock under other than full and open competition by the authority of FAR subpart 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. The proposed acquisition is vacuum load-lock to mate to the Mettler-Toledo M_One mass-in-vacuum weighing system. M_One mass-in-vacuum weighing system measures the mass of 1 kg artifacts in a vacuum. The loadlock allows artifacts to be inserted into the weighing chamber without breaking the vacuum. The vacuum load-lock allows mass artifacts to be admitted to the main vacuum balance of the M_One Mass-in-vacuum system without compromising the pressure in the main chamber. The vacuum load-lock will complete the Mettler-Toledo Mass in Vacuum system. Mettler Toledo is the manufacturer of the existing M_One mass-in-vacuum weighing system. The Method of grabbing, lifting, and transporting mass artifacts precisely into correct position on the mass balance is proprietary to Mettler. This is a custom engineering product that needs to be installed directly by Mettler. The M_One vacuum weighing system is a modular system exclusively marketed by Mettler-Toledo. It includes proprietary technology, and has been designed to readily accept Mettler-Toledo designed accessories such as the present vacuum load-lock. Mettler-Toledo has proprietary technology that enables them to manufacture the vacuum loadlock. They are the sole manufacturer that can meet all of the critical specifications and is thus the sole provider of the required vacuum loadlock. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor's commercial schedule. The North American Industry Classification System (NAICS) code for this acquisition is 333997, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. (EST) on August 10, 2012. Inquiries will only be accepted via email to christopher.ganey@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
