- Notice of Intent Project Name: "Tripwire Analytic Capability (TAC) Support" Solicitation Number: HDTRA1-12-R-0028 The Defense Threat Reduction Agency (DTRA) intends to award a contract on a sole source basis to the Boeing Company (CAGE code 2R708) at 7700 Boston Blvd, Springfield, VA 22153-3144 for an effort entitled "Tripwire Analytic Capability (TAC) Support." The statutory authority for this non-competitive action is (10 U.S.C. 2304(c)(1)), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source. As part of DTRA's role in combating Weapons of Mass Destruction (WMD), DTRA is developing a capability for operational planning against WMD threats. The TAC sorts and searches vast amounts of data, and enables delivery and support for real-time, collaborative analysis and decision-making through persistent data querying. The objective of this requirement is to provide on-site support personnel to maintain the use of the TAC application, and to promote the continued integration and use by the analyst team. TAC support contractors must be certified by Boeing The scope of this effort is to: 1) Technical Interfacing - The contractor shall provide interfaces to existing data and analytic services, and possibly combine services/data feeds in order to create unique data fusion opportunities; 2) Assessments - The contractor shall provide assessments and evaluations of anticipated changes to data handling from, to, or within TAC; 3) Application Customization - The contractor shall customize TAC to maximize data manipulation to meet customer requirements and priorities; 4) Operations and Maintenance - The contractor shall provide general daily technical support; 5) Training - The contractor shall provide formal and as-needed TAC training; and 6) Program Management - The contractor shall maintain a project overview of all efforts in order to support Government program management requirements. This notice of contract action is not a request for competitive proposals; no formal solicitation will be issued as a result of this announcement. All responsible sources may submit a capability statement which shall be considered by the Government. The Government will not be responsible for any costs incurred by responding to this notice. A determination to proceed with this effort on a sole source basis based upon capability statements received and evaluated in response to this announcement is solely within the discretion of the Government.
