Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Blvd. EPS Room 6074, Rockville, MD, 20852, UNITED STATES Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Hormonal and Reproductive Epidemiology Branch (HREB), plans to procure on a sole source basis pre-diagnostic serum samples from women with ovarian cancer and controls from the JANUS BioBank from Oslo Universitetssykehus, Fridtjog Nansens vei 19, Mojorstuen, Oslo, Norway. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 325414 and the business size standard is 500 Employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance shall be from award through twelve (12) months. It has been determined there are no opportunities to acquire green products or services for this procurement. The Hormonal and Reproductive Epidemiology Branch (HREB) conducts research to identify groups at high risk of cancer, clarify the natural history of various cancers, understand the interactive effects of genetic and environmental factors on cancer risk, and elucidate biologic mechanisms of carcinogenesis. Ovarian cancer is the most fatal gynecologic malignancy. Several reproductive factors are associated with ovarian cancer risk, including parity, age at menarche, age at menopause and lifetime ovulatory cycles. Anti-Muellerian Hormone (AMH) is a protein hormone from the TGF-beta family that is expressed in granulosa cells of growing non-selected follicles. AMH serves as a marker of ovarian function and is routinely evaluated to evaluate infertility. AMH levels increase with puberty and decrease until menopause when AMH levels become undetectable. The relationship of AMH with reproductive risk factors for ovarian cancer and experimental data indicating that AMH can suppress ovarian cancer growth suggest that increased AMH levels may be associated with decreased risk of ovarian cancer. So far, no study has evaluated the association between circulating AMH levels and ovarian cancer risk, in part related to the requirement to measure AMH levels in pre-menopausal blood draws. NCI plans to conduct a study of AMH levels and ovarian cancer risk nested in the JANUS serum bank. The contractor shall identify serum samples from 200 women with ovarian cancer and 200 women without cancer enrolled in the JANUS biobank and 40 quality control samples and provide aliquots to the NCI. The contractor shall also conduct database linkages to the Institute of Public Health of Norway, to the Medical Birth Registry of Norway and to the Cancer Registry of Norway to identify the following variables: Age, parity, age at birth, oral contraceptive use, smoking, height, weight, BMI, infertility, IVF treatment, age at menarche, mother's health variables, tumor histology, grade, stage. The JANUS biobank is a unique resource that provides serum samples with premenopausal blood draws from a large number of women who were followed through nationwide registries for cancer incidence. Thus, the JANUS biobank is the only resource that allows conducting a well-powered study of circulating AMH levels and ovarian cancer risk from a single site. The above mentioned samples to be used for this project are in the sole possession of the Oslo Universitetssykehus. Thus the Oslo Universitetssykehus is the only known source for this requirement. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 11:00 AM EST, on August 13, 2012.
