Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Blvd. EPS Room 6074, Rockville, MD, 20852, UNITED STATES Description The National Cancer Institute (NCI), Division of Cancer Epidemiology & Genetics (DCEG), Genetic Epidemiology Branch (GEB), plans to procure on a sole source basis DNA samples from patients diagnosed with esophageal squamous cell carcinoma (ESCC) from Esophageal Adenocarcinoma and Barrett's Esophagus Registry Consortium in order to measure germline variation from Mayo Clinic, 200 First Street SW, Rochester, MN 55905-0002. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 325414 and the business size standard is 500 Employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance shall be from award through twelve (12) months. It has been determined there are no opportunities to acquire green products or services for this procurement. The Genetic Epidemiology Branch designs and conducts interdisciplinary clinical, epidemiologic, genetic, and laboratory studies of persons, families, and populations at high risk of cancer. These investigations identify genes and exposures conferring cancer predisposition, and explore the combined effects of predisposition and specific exposures. There are two distinct histologic types of esophageal cancer, squamous cell carcinomas and adenocarcinomas, and 80% of all esophageal cancers in the world are squamous cells. Both the environment and genes are associated with risk of developing both of these types of esophageal cancer, however, the genetic determinants are less well understood than risk from environmental exposures. Understanding genetic susceptibility should aid in understanding etiology and inform prevention strategies. The overall purpose of this project, therefore, is to understand the genetic susceptibility to upper gastrointestinal tract cancers (ie, esophageal squamous cell carcinoma (ESCC) and gastric carcinoma). The contractor shall identify, pull, aliquot, and transport DNA samples from 200 ESCC cases self-identified as Caucasians. The Mayo Clinic Esophageal Adenocarcinoma and Barrett's Esophagus Registry Consortium includes a unique collection of particularly well-characterized esophageal cancer cases which are ideal for examination of the genetic etiology of this disease. The proposed population of esophageal cancer cases from the Mayo Clinic will be part of a larger joint effort to examine genetic variation as a risk factor for esophageal cancer among case-control and cohort studies from around the world. In order to maximize statistical power to evaluate this hypothesis, we plan to include cases from numerous case-control and cohort studies which have histologically confirmed esophageal cancer and germline DNA samples available for genotyping. Therefore, Mayo Clinic samples will serve as a vital component of this joint collaborative effort. The above mentioned samples to be used for this collaborative project are in the sole possession of the Mayo Clinic. Thus, the requested work on ESCC patients from the Mayo Clinic can only be carried out by the Mayo Clinic in Rochester, MN. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 11:00 AM EST, on August13, 2012.
