- NASA/GRC has a requirement for ANNUAL MAINTENANCE & TECHNICAL SUPPORT for various TRILION LICENSES for a four (4) year period beginning back in December 2009. NASA/GRC intends to purchase the items from TRILION OPTICAL SYSTEMS, 500 DAVIS DR STE 200, PLYMOUTH MEETING, PA 19462-1709. The purchase of the renewal software licenses from Trilion Optical Test Systems are needed to update and maintain the existing digital sensor system, previously purchased from Trilion to provide a fully functional Aramis Optical 3D displacement measurement system. The NASA Glenn Structures and Materials Division currently owns and utilizes five (5) 3D stereo photogrammetric displacement measurement systems, sold exclusively by Trilion Optical Test Systems. Trilion holds the source code and the licenses are proprietary to them. No other vendor can provide support for these licenses. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 1, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
