Description
The Department of Veterans Affairs requires a Contractor to provide all labor, equipment and materials, etc., necessary and required to install two 15-Ton Roof Top Air Conditioning Units on Rooftop of the Warehouse Facility at the G.V. (Sonny) Montgomery VA Medical Center in Jackson, Mississippi. The Scope of Work shall include, but shall not be limited to, providing all labor, equipment and materials, etc., necessary and required to install two 15-Ton Roof Top Air Conditioning Units, inclusive of the installation of two (2) Baycurb Roof Curbs using a VA approved Contractor as described herein: Model Number:American Standard Model TCD18F400B 15 Ton Voyager Voltage should be 480 volts, 60 cycles per second 3 phase 15 Ton Gas Heat Electric Cooling Rooftop Air Conditioning Unit Self Contained Unit R-410a Chlorine-free Refrigerant High-efficiency scroll compressor Copper Tube/Aluminum Fin Coils Built-in Filter Rack with standard 2" filters 24 Volt Terminal Strip Heavy gauge galvanized steel cabinet Sloped drain pan UV resistant powder-paint finish The Contractor shall provide the following: "Providing, placing, installation, and startup of the two units "Roof modification for equipment curb installation "Concrete cutting for thru-deck ductwork installation "Roof repair and flashing at new equipment locations "Temperature controls (t-stats) for new units "Installation of tube-duct for air distribution within the warehouse space. Work shall include all required equipment, materials, structure modification, and installation work for complete Air Conditioning unit activation for the Warehouse. (Electrical feeds/connection to the new units shall be provided outside this contract). All work areas shall be maintained properly clean to prevent dust and debris from interfering with warehouse operations. Contractor shall protect interior spaces from damage during periods when roof/deck are compromised due to work activities. All installed work (contractor supplied materials, equipment, and workmanship) shall be covered with a one-year warranty (parts and labor). All work must comply with applicable VA standards; be performed in accordance with latest editions of all codes (including but not limited to NFPA codes, Uniform Building Codes, Occupational Safety and Health Act, Uniform Federal Accessibility Standards, and the Environment Protection Act); and follow VHSO procedures. CENTRAL CONTRACTOR REGISTRATION (CCR): Federal Acquisition Regulations require that federal Contractors register in the Central Contractor Registration (CCR) database at http://www.ccr.gov and enter all mandatory information into the system. Award cannot be made until the Contractor has registered. Bidders are encouraged to ensure that they are registered in CCR prior to submitting their bid. REPRESENTATIONS AND CERTIFICATIONS: Completion of Representations and Certifications in FAR 52.204-8 shall include completion of annual representations and certifications electronically via the Online Representations and Certifications Application (ORCA) website at http://orca.bpn.gov prior to submission of the bid. NO FAX OR ELECTRONICALLY SUBMITTED BIDS WILL BE ACCEPTED. All transmittal envelopes or other packaging shall be clearly marked with the solicitation number, offeror's company name and return address. Offers are due at the office of the Contracting Officer by 11:00 a.m. local time (CST) No Later than Friday, August 27, 2012. SOURCE SELECTION-LOWEST PRICE TECHNICALLY ACCEPTABLE PROCESS: The government intends to award to the lowest price technically acceptable without discussions, but reserves the right to enter into discussions, if so determined to be in the best interest of the government. Best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price. The lowest offer with acceptable past performance will receive the award. Past performance evaluation will be conducted using information obtained from the Past Performance Information Retrieval System (PPIRS). The government reserves the right to obtain past performance information from any available source and may contact customers other than those identified in PPIRS. Absence of past performance will result in a neutral rating. Tradeoffs are not permitted. Proposals are evaluated for acceptability but not ranked using the non-cost/price factors. Exchanges with offerors after receipt of proposals may occur. QUESTIONS: All questions regarding this solicitation must be submitted to the Contracting Officer in writing (email is acceptable). Any prospective bidder desiring an explanation or interpretation of the solicitation, drawings, specifications, etc., must request it in writing.
