Description
This is a Notice of Intent/Synopsis to Award a Sole Source BPA. The Department of Energy (DOE), Office of Management, Office of Project Integration and Logistics Operations, has a requirement for continued, uninterrupted lock and key services at the Headquarters Forrestal facility in Washington DC. The Government intends to award a sole source BPA to CHESAPEAKE LOCK & SAFE SERVICE CO. in August 2012. The period of performance for this award will be a twelve (12) month Base Year with options for an additional 48 months. This BPA will exceed the Simplified Acquisition Threshold. The Federal Supply Classification (FSC) codes for this requirement are: 5810 - Communications Security Equipment and Components 6350 - Miscellaneous Alarm, Signal, and Security Detection Systems The existing facility master key system and key management system can be viewed as being in a state of potential security risk and a plan to rectify this issue has been put in place. CHESAPEAKE LOCK & SAFE SERVICE CO. is uniquely positioned and experienced with the design, implementation and management of the new system. Changes to the current process would result in costly and unnecessary financial expenditures. The time of implementation and release of critically sensitive information could post further facility wide security risks. CHESAPEAKE LOCK & SAFE SERVICE CO. provides quality lock, key, troubleshooting, repair, design, and warranty services for the DOE. As management may continue efforts to replace the entire existing locking system within the Forrestal complex, it is crucial that the upgrades being done to advance the key/lock technology system are continued, uninterrupted. In accordance with Competition in Contracting Act, 41 USC 253 [c] [1], as implemented by FAR 6.302-1 (a) (2), other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. This is a NOTICE OF INTENT; however, interested parties may submit a capability statement, proposal, or quotation, which shall be considered by the agency by Friday, August 10, 2012 at Noon, 12:00pm (Eastern) via e-mail to Danielle.Hicks@hq.doe.gov. The written response must include a general statement for services mentioned in this announcement and past performance client information for similar work. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
