- GENERAL CONTRACT INFORMATION: This is a pre-solicitation notice to be issued as a request for proposals of a government requirement for the Bureau of Indian Affairs, San Carlos Irrigation Project, Coolidge, AZ. NAICS Code will be 237130 and the size standard is $33.5M. This acquisition is 100% set-aside for Small Business. The procurement will be conducted utilizing the best value continuum tradeoff process with the evaluation factors of specialized experience involving similar projects; past performance; experience and technical competence of key personnel; methodology; and safety/quality control plans. The award will be based upon the best value to the government considering tradeoffs between the price and non-price related factors. The importance and weighting of the non-price factors in relation to price has yet to be determined by the source selection authority. The range of magnitude for this project is between $500,000 to $1,000,000. The government intends to award a contract without discussions with the potential contractors. This project is subject to the Davis-Bacon Act. Any resulting contract will be firm-fixed price. Funds are available for the proposed action, however, if the project is cancelled, all proposal preparation costs will be borne by the contractor. Responders are advised that the requirement(s) may be delayed, cancelled or revised at any time during the solicitation, selection, evaluation, negotiation, and/or final award process based on decisions related to DOI and BIA changes. Central Contractor Registration (CCR) and completion of representations and certifications at the Online Representations and Certifications Application (ORCA) websites are REQUIRED by the closing date/time proposals are due. Proposals received by contractors not registered in those systems by the date/time proposals are due will not be evaluated by the government and subsequently rejected. Note: The government is migrating legacy systems such as CCR, ORCA, EPLS, and FedReg into the System for Award Management (SAM) effective July 30, 2012. Potential contractors both registered and non-registered should plan accordingly and allow themselves sufficient time to create their accounts in the SAM system. The SAM website can be located at www.sam.gov. The anticipated posting date of the solicitation to the Federal Business Opportunities and NBC Websites (solicitation number A12PS02011) will be on or about August 13, 2012 (subject to change) and proposals will be due on or about September 11, 2012 (subject to change). The solicitation (and subsequent amendments if applicable) and all related documents can be downloaded electronically (once posted) from the DOI NBC Website at http://ideasec.nbc.gov/ as NO HARD COPY DOCUMENTS WILL BE ISSUED. GENERAL DESCRIPTION OF WORK: The San Carlos Irrigation Project is seeking qualified high-voltage transmission line construction contractors to provide labor, equipment, materials, transportation, and supervision to replace insulator assemblies on 49 lattice tower structures. The 69,000 volt line from the Coolidge Dam to Dripping Springs substation consists of approximately 12.92 miles of double circuit with 1/0 AWG copper conductor installed on 100-foot tall lattice structures. The line is located in Gila County, Arizona. The south 69kV circuit has experienced insulator flashover failures and is presently de-energized. While the majority of work involves replacement of insulator assemblies on the south circuit there will be some ancillary work involving structure grounding. Due to the remote and rugged location of this line only 16 structures will be accessible by vehicle, the remaining 33 structures must be accessed by helicopter. Therefore, it is mandatory that prospective contractors possess verifiable experience and technical competence utilizing helicopter applications for high-voltage transmission line construction. For the duration of the project the north 69kV circuit must remain in-service (energized). Consequently, it is mandatory that prospective contractors possess the requisite experience and technical competence to work on high-voltage transmission towers.
