- Parts washer including Cleaning & Disposal of Chemical Subcontract Requisition Number: 24590-NP-FSR-AE00-04630 Submit Interest By: July 31, 2012 Estimated Budget: <$20,000 to $30,000> Schedule: •· Issue Request for Proposal: August 15, 2012 •· Award and Notice to Proceed: October 5, 2012 •· Start Work: October 15, 2012 •· All Work Complete: October 14, 2017 Safety Classification: Non-ITS Additional Characteristic: None Quality Level: CM Type of Subcontract: Firm Fixed Price PROJECT DESCRIPTION AND LOCATION The Hanford Tank Waste Treatment and Immobilization Plant (WTP) is a complex of radioactive waste treatment processing facilities designed and constructed by Bechtel National, Inc. for the Department of Energy (DOE). The facility will process the Hanford Site tank waste and convert the waste into a stable glass form. The Project site is located in the 200 East Area of the Hanford Reservation near Richland, Washington, along the Columbia River. The site elevation varies from 662 to 684 feet above mean sea level. Ambient temperature range is -23 degrees F minimum to 113 degrees F maximum, with relative humidity of 5% minimum to 100% maximum. The project design life is 40 years. SCOPE OF WORK SUBCONTRACTOR shall provide parts cleaning equipment and services at the River Protection Project, Waste Treatment Plant (WTP) located at the 200 East area of the Hanford Reservation. Work associated with this subcontract shall include but is not limited to: SUBCONTRACTOR shall provide to CONTRACTOR use of parts cleaners. Parts cleaner shall, at minimum, meet the Industry standard specifications for Parts Vat Cleaner as follows: •a) Operation Type: Manual •b) Type: Vat-Style •c) Depth: nominal 24 inches •d) Height at Tank: not more than 36 inches •e) Height with Lid Open: nominal 60 to 72 inches •f) Width: nominal 45 inches •g) Freeboard Depth: not less than 9 inches •h) Electric Power: 115 VAC •i) Standard Fill: nominal 34 gallons •j) Operating Temperature: Ambient •k) Material: Steel •l) Maximum Work Load: not less than 250 lbs P arts cleaner shall, at minimum, meet the Industry standard specifications for Parts Vat Cleaner as follows: •a) Operation Type: Manual •b) Type: Sink-on-a-drum •c) Depth: nominal 20.5 inches •d) Height at Tank: not more than 36 inches •e) Height with Lid Open: nominal 54 inches •f) Width: nominal 31 inches •g) Freeboard Depth: not less than 9 inches •h) Electric Power: 115 VAC •i) Standard Fill: nominal 9 gallons •j) Operating Temperature: Ambient •k) Material: Steel P arts cleaner shall, at minimum, meet the Industry standard specifications for a Parts Vat Cleaner as follows: •a) Operation Type: Automatic/M anual •b) Type: Vat-Style •c) Depth: nominal 37 i nches •d) Height at Tank: not more than 36 inches •e) Height with Lid Open: nominal 69 inc hes •f) Width: nominal 52 inches •g) Freeboard Depth: not less than 14 inches •h) Electric Power: 115 VA C •i) Standard Fill: max 80 gallons •j) Operating Temperature: Ambien t •k) Material: Steel Parts cleaner shall be rated for use at industrial and automotive facilities that require cleaning less than 50 small to medium parts per hour with light to moderate soil. The degree of cleanliness shall be for general maintenance. SUBCONTRACTOR shall provide CONTRACTOR with the following services: Labor and material necessary to service and maintain parts cleaners in accordance with manufacturer's specifications. Provide to CONTRACTOR use of solvent for the parts cleaners. The solvent shall not have a flash point below 148º F. Replenish each parts cleaner with fresh solvent as requested by CONTRACTOR. (Note: Frequency of requests will increase and decrease with construction level of effort. (Norm is anticipated to be once every four weeks.) Clean and maintain each parts cleaner in accordance with manufacturer's specifications. (Note: Required cleaning and maintenance shall be conducted during the pre-scheduled visits to replenish solvent.) Collect, package, transport, recycle, and dispose of used solvent and residual materials in compliance with local, state, and federal regulations. Provide for CONTRACTOR review and approval, the Material Safety Data Sheet (MSDS) for the solvent prior to use. Solvent shall be a non-hazardous, recyclable product. QUALITY ASSURANCE (QA) REQUIREMENTS Programmatic Quality Assurance requirements for subcontracts performed in the WTP Jobsite will be "NP" (non permanent or temporary work, generally no QA Program required), "CM" (commercial quality based the requirements in DOE Order 414.1C), or "QL" (nuclear level quality based on the requirements in ASME NQA-1 2000). Bechtel may require, as an element of bidder pre-qualification, submission of a representative sample QA Program or Table of Contents copy. For QL subcontracts, the successful bidder's QA Program must be approved prior to award of the subcontract.
