- This is a Sources Sought announcement for market survey purposes only. This is not a solicitation for proposals and no contract shall be awarded from this announcement. The United States Army Aviation and Missile Command (AMCOM), Redstone Arsenal, Alabama, anticipates a requirement for up to 5 each, new (with no more than 150 hours), C-12 type aircraft to be modified in support of the United States Army Vehicle and Dismount Exploitation Radar (VADER) system to support military operations. The purpose of this announcement is to gain knowledge of interest, capabilities and qualifications of businesses to compete and perform a firm fixed price contract for the delivery of up to 5 each aircraft. This announcement supports Federal Acquisition Regulation Part 10 Market Research requirement. The aircraft shall meet the following minimum criteria: - Currently an FAA Type Certified Aircraft - Anticipated delivery of one each aircraft is required in November 2012, December 2012 and January 2013 with options for 2 each additional aircraft deliveries to be determined - Worldwide deployable, capable of greater than 2,300 nautical miles, unrefueled and without removable auxiliary tanks - Pressurized cabin and passenger area of at least 350 cubic feet - Capable of continuous flight operation below 160 knots true air speed at all altitudes without flaps extended or gear lowered - Maximum payload capability not less than 3,500 lbs - Service ceiling of at least 35,000 feet mean sea level - Electrical capabilities of not less than 300 amp generators per engine - Offeror's response to this announcement shall be limited to 20 pages and shall include the following information: - Offeror's name, address, point of contact, phone number, and e-mail address. - Offeror's interest in bidding on the solicitation when it is issued. - Copy of the Offeror's Type Certificate Data Sheet verifying US civil type certification or a copy of the Federal Aviation Administration (FAA) 8110-12 application for US civil type certification of a copy of a foreign civil airworthiness authority's application and submittal letter to the FAA for US civil type certification validation. - Offeror's business size and type of business, (if small whether HUB Zone, Service Disabled Veteran Owned Small Business, 8(a), etc..) - Offeror's Joint Venture information, if applicable (existing and potential) - Aircraft technical specification brochures and supporting information - Aircraft current market sales pricing, to include any discounts for quantity buys - Estimated annual aircraft operational costs and cost per flight hour All responses shall be submitted to the U.S. Army Fixed Wing Project Management Office, ATTN: SFAE-AV-FW/Frederick L. Thompson (Procurement Analyst), 650 Discovery Drive, Huntsville, Alabama 35806. Electronic email responses will be accepted, frederick.l.thompson@us.army.mil. Your responses are required by 1600 CST 10 Aug 2012. This is market research and is not a solicitation for requests for proposal. No reimbursement shall be made for any costs associated with providing information in response to this announcement or any follow up information requests.
