Attachment 4 - Performance Questionnaire Attachment 3 - PII Worksheet Attachment 2 - Reporting Executive Compensation Attachment 1 - Pricing Table Standard Form (SF) 1449 The Social Security Administration (SSA) issues this Request for Proposals (RFP) for the competitive acquisition of Geographic Information System (GIS) support services to improve its ESRI ArcGIS Server-based GIS platform. SSA's GIS solution is a modified commercially available off-the-shelf item based on ESRI's ArcGIS Server Version 10 platform. All enhancements require extensive testing through SSA IT lifecycle stages: development, validation, integration, and production. The focus of this development cycle will be to complete all areas necessary for emergency management, disaster planning, and begin development for security oversight and apply necessary fixes for known deficiencies in the GIS platform. Ultimately, the agency's mission is to implement its GIS platform nationwide. This anticipated requirement entails three functional areas. First, under GIS Functionality Corrections and Enhancements, the agency requires resolution of issues within the current GIS software and implementation of new features to improve the GIS functionality. Second, the agency requires Systems Operation and Maintenance to support upgrades, enhancements, and revision with technical support, and in some cases, provide a technician on-site within 2 hours. Lastly, SSA anticipates Surge and Exercise Support where the agency requires dedicated resources 24 hours a day over a 72-hour period. While SSA anticipates only three scheduled events requiring this level of support, the agency would also have this need during contingency events (i.e. terrorist attacks, severe weather, etc.). The Agency requires these services principally at its headquarters in Baltimore, MD; however, some work performed may include travel to Mt. Weather, VA; Atlanta, GA; and Dallas, TX. We indend to conduct this competition exclusively amongst HUBZone small business firms pursuant to the Federal Acquisition Regulation (FAR) Subpart 6.2, Full and Open Competition After Exclusion of Sources, and Subpart 19.13, Historically Underutilized Business Zone (HUBZone) Program. Our intent is to award a single Purchase Order consisting of firm-fixed price elements, spanning over a base year and four one-year option periods. We intend to have a contract in place before the end of the Fiscal Year. The North American Industry Classification System (NAICS) Code is 541512, Custom Systems Design Services, with a size standard of $25 million. The applicable FAR references that will govern this proposed acquisition include FAR Part 12, acquisition of commercial items; Part 15, contract by negotiation; Subpart 17.2, options as a special contracting method; and Part 19, small business programs. THE AGENCY WILL NOT MAKE HARD COPIES OF THE RFP AVAILABLE.
