- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotation (RFQ) for Ocean Optics NIR Spectrometer NQ512-1.7, or 'equal', Qty 3. If you are quoting an 'equal', please provide enough information for a technical evaluation that indicates to NASA that the 'equal' will meet the required specification for performance. The spectrometers shall meet the following requirements: The required optical range is from 900 nm to 1700 nm. Minimum Signal to Noise if 6000. SMA connection for fiber coupled light. No slit (we will use the fiber for resolution control) 512 Pixel Detector array TE cooled InGaAs Detector 16 Bit A/D converter Quantum Efficiency of 70% at 1.5 micron Less than 0.1% Stray light USB 2.0 Connection External TTL or Software Trigger Must be directly compatible with LabVIEW NASA/GRC will be expanding the capability of an existing spectroscopic system to include operation in the Near Infrared (NIR). The current system consists of a series of Ocean Optics USB4000 UV/VIS and Maya UV/VIS spectrometers; all the spectrometers are run using Spectrasuite. We also use custom software, written locally, to analyze the data. That software is written for Ocean Optics data structures. New LabView and Matlab software for operation and data analysis for both the existing and new spectrometers will be written. The spectrometers must have direct LabView compatibility for operation and control. The Government intends to acquire commercial items using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The provisions and clauses in the RFQ are those in effect through FAC 2005-58. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA Glenn Research Center, 21000 Brookpark Road, Cleveland, OH 44135 is required. Delivery shall be FOB Destination. Offers for the items(s) described above are due by 4:30 p.m. EST on August 9, 2012 to Sandra A. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled 'Buy American Act -- Supplies,' the offeror shall so state and shall list the country of origin.
