- Description
- The Bureau of Reclamation, Upper Snake Field Office in Rupert, ID proposes to enter into a non-competitive contract with Voith Hydro, Inc. of York, PA. Inman Powerplant at Minidoka Dam has 2 horizontal Voith Units which were put into service in 1997. Each unit has an upstream and downstream shaft seal which minimize the leakage around the shaft and prevent plant flooding. Each seal has a stainless steel sliding ring and a composite seal ring insert. These seals are in use and submerged approximately 11 months a year. Catastrophic failure of either of these seals on either unit could flood the powerplant and cause major damage. Per their specifications and drawings, Voith Hydro shall provide spare seal rings and sliding rings as follows: One Upstream Main Shaft Sliding Ring, One Upstream Seal Ring, One Downstream Sliding Ring and One Downstream Seal Ring. The authority for use of other than full and open competition is 41 U.S.C. 253(c)(1) as implemented by FAR 6.302-1, using FAR Part 13 Simplified Acquisition Procedures; wherein the Government believes only one responsible source and no other will satisfy agency requirements. A Justification for Other than Full and Open Competition (JFOTFOC) has been prepared in support of this acquisition. This notice of intent is not a request for competitive proposals and there is no solicitation available. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
