- Market Research form for use to response This is a sources sought notice only; it is not a request for competitive proposals. ALL FIRMS SHOULD RESPONSE TO THIS NOTICE NOT MATTER WHAT BUSINESS SIZE UNDER THE NACIS CODE. The Norfolk District, Corps of Engineers is conducting market research to identify potential sources for the Millennium Project, Arlington National Cemetery, Arlington, VA. 1. The procurement will be a competitive procurement. The anticipated magnitude of construction for this project is between $50,000,000 and $80,000,000. 2. The work anticipated includes: •a. The construction of approximately 30-acres of burial space for in-ground, pre-placed crypts, in-ground cremains, columbarium niche spaces, and committal shelters. •b. Civil work including clearing, grading, cut and fill, asphalt road construction, concrete sidewalks, storm water drainage, utility infrastructure, and reinforced concrete foundations for site features. •c. Architectural features including columbarium, committal shelters, ornamental fencing, and associated landscape features. •d. Landscape architecture construction including features typical of cemetery space such as turf with irrigation systems, communal gathering spaces, walkways, restored streams with aquatic features, flower beds, and tree plantings. •e. Consideration or removal of near-surface soils potentially contaminated with POLs, heavy metals, and pesticides. •f. Performance of work in an active cemetery with approximately 30 services per day. The anticipated period of performance is from October 2013 through December 2015. The applicable NAICS code for this procurement is 237990. Interested parties shall provide the following information (on the attached form): Evidence that their experience with similar type work as shown above. Interested parties shall provide company profile, including the name of the business, complete contact information, business size and socioeconomic category, such as: Service Disable Veteran Owned Small Business, Veteran Owned Small Business, Women-Owned Small Business, Hubzone, 8 (a) or Large. Interested parties are reminded that to qualify as a Small Business under any of the above socioeconomic categories, in the event a set aside is done for any of these small business categories; at least 50% of the cost of personnel for contract performance shall be spent on employees of the small business concern in the appropriate socioeconomic category. Interested parties shall be prepared to demonstrate how this requirement will be met, as meeting this requirement will be evaluated in determining the successful offeror once a solicitation is issued. Small business concerns should not claim eligibility for any given set-aside if they cannot meet the cost of personnel requirement for that set-aside. Interested parties should respond not later than Wednesday, August 1, 2012 at 2:00 p.m., Eastern Time. This Sources Sought Notice is to assist the Corps of Engineers in identifying an appropriate acquisition strategy only. Once the final solicitation is issued, the same will be announced/posted in Federal Business Opportunities (FBO) with sufficient time for all interested parties to respond accordingly. Interested parties shall respond to the solicitation in order to be considered for award.
