Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. U.S. Army Corps of Engineers, Vicksburg District (MVK), On-line Legislative Tracker Subscription This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number W912EE-12-T-0027 is being issued as a Request for Quotation (RFQ) with the intent to issue a single Firm-Fixed Price Contract. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 05-59. THIS PROCUREMENT IS BEING COMPETED ON AN UNRESTRICTED BASIS. The NAICS code for this procurement is 519190 - All Other Information Services; size standard $7.0 million. This procurement is being conducted in accordance with regulations at FAR Part 12 - Acquisition of Commercial Items and FAR Part 13 - Simplified Acquisition Procedures. The U.S. Army Corps of Engineers, Vicksburg District has a requirement to provide a one (1) year On-line Legislative Tracker Subscription in accordance with the Specifications attached with this solicitation. OFFERS MAY BE QUOTED AS FOLLOWS: Line Item 0001, On-line Legislative Tracker, One (1) year Subscription Total Line Item Price: $__________. The government intends to make a single award for one lump sum. Offers for less than the required items requested will not be accepted. The Government intends to award without discussions (while reserving the right to hold discussions if determined advantageous to the Government), and offerors are encouraged to provide their best proposed pricing in their initial offer. PRODUCT SPECIFICATIONS: Subscription Requirements Bill Tracking Real-time Legislative Tracker. Every Action of Every Bill. Customized Bill Reports. Must be able to follow bills in real-time as they travel through Congress from desktop or mobile devices. Deliver line-item updates on bills when action occurs on hearings, markups, new amendments, added cosponsors and much more. This service will include the ability to create custom bill reports to summarize the trajectory of the legislation most important and is searchable and alertable by: keyword, bill number, committee, subcommittee, sponsor, co-sponsor, chamber, legislative stage, appropriations bill and more. An archive of content must be available since the 99th Congress (1985). House Action Reports Detailed Legislative Reports. Forward Looking. Summaries and Analysis. This service must deliver five distinct legislative reports: Legislative Day Forward looking projection of what's going to happen on the House floor the following day. Provides a listing of amendments and motions that are expected to be offered. Legislative Week Report provides summaries and analysis of every bill scheduled for floor consideration for the upcoming week. Supplements are published throughout the week as legislation is added to the schedule or when additional information becomes available. Fact Sheets Provided for key pieces of legislation, these reports offer a detailed summary of the entire bill before floor debate including background information, cost estimates, fact tables and more. Floor Summaries These detailed reports describe the changes made on the House floor to key legislation. Conference Summaries Describes the version of key legislation agreed upon by House and Senate conferees-with details provided shortly after the release of the conference report. All reports must be searchable and alertable by keyword, bill number, report type, appropriation bills and more with an archive of content since the 106th Congress (1999). Bill Analysis Expert Synopsis. Detailed Breakdowns. Bill Outlook. Must be able to provide summaries and analyses of major bills before Congress, including background information and prospects for passage-reports are updated after major action occurs in committee or on the floor. Must allow up to six custom requests per year to have staff analyze bills not planned for universal coverage. This service must be searchable and alertable with an archive of content since the 104th Congress (1995). Committee Coverage Same-day Markup Coverage. Detailed Amendment Information. Vote Breakdowns. Must have coverage for every open committee and subcommittee markup. committee markup service delivering reports within 24 hours of the markup and providing listings of past committee hearings and meetings, including agendas and witness lists. Must provide access to committee rosters database including full committee and subcommittee rosters, complete jurisdiction information and key committee staff contact information. The database must be searchable and alertable by keyword, bill number, member, committee, subcommittee and more with an archive of content since the 101st Congress (1989). Senate Watch Daily Summaries. Factual Breakdowns. Forward Looking. Must be able to provide daily summaries of scheduled and expected Senate floor action. Complements House Action Reports by providing essential information about forward looking action in the Senate for the upcoming day. It must be searchable and alertable by keyword, bill number, member, subject, publication date and law number. Floor Votes All Votes Since 1991. Exclusive Vote Captions. Custom Vote Reports. Must be able to provide service to see how every member voted on the House and Senate floors since the 102nd Congress (1991). Must include an overview of each vote, the vote count and final outcome-including members who abstained. The database must be searchable and alertable by keyword, bill number, member, subject, vote number and more. PERIOD OF PERFORMANCE - One (1) Year Effective on Receipt of Award EVALUATION OF OFFERS: All quotes submitted will be evaluated for Technical Acceptability & Price. The government will issue award to the offeror whose quote is the Lowest Price of those determined to meet at least the minimum requirements to be determined Technically Acceptable. Technical Acceptability; is defined as the ability to provide all Subscription Requirements as listed in the attached Specifications Document. Offerors shall submit sufficient documentation including complete descriptions of the reports, coverage, analysis and/or on-line real time Congressional tracking information provided by the offered service, necessary for the government to make a determination of technical acceptability of the on-line service being offered. It is incumbent upon the offeror to submit sufficient information for the Government to determine the technical specifications and price of the product being offered. Failure to submit sufficient information for the government to determine technical acceptability or price may be cause for rejection of your quote. ORCA: Before a complete evaluation of quotes can be made offerors must provided "Offeror Representations and Certifications" for their company. The preferred method for completing offeror representations and certifications is to register at the ORCA web site; https://orca.bpn.gov/login.aspx. Offerors not wishing to register online must print, complete, and include FAR Clause 52.212-3, Offeror Representations and Certifications with their quote package.
