- SOURCES SOUGHT The Sioux Falls Veterans Affairs (VA) Health Care System (HCS) is soliciting information to conduct market research to identify potential vendors who can provide equipment, design, installation, set-up, and training for an Interactive Bedside Television (IBTV) System. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY: The market research is looking to identify potential vendors who have the capabilities to offer an IBTV system, which should include, but is not limited to the following elements: I.Proposed Design Requirements a.The Interactive Patient Care system has the capability of building defined patient surveys and the ability to branch surveys based on patient response. b.The unique features about this system are they offer the nurse or health care professional the ability to design a patient care educational regimen based on the patient's needs. c.Patient Pathways are designed specific to the treatment regimen. d.The Interactive Patient Care system provides patients with internet access. e.The system has the ability to help patients manage their pain through pain assessment pathways. f.Utilizing communication tools, patients have the ability to directly page and request to speak to a Chaplain without having to go through the nurse. g.The Interactive Patient Care system offers patients internet access providing a true internet experience through their television. It is emphasized that this Request for Information (RFI) is NOT a Request for Proposal, Quotation, or Invitation for Bid. This Request for Information (RFI) is for information and planning purposes only, subject to Federal Acquisition Regulation (FAR) Clause 52.215-3 entitled Solicitation for Information or Planning Purposes. This Request for Information (RFI) is NOT to be construed as a commitment by the Government to enter into a contractual agreement, nor will the Government pay for information submitted in response to this Request for Information (RFI). No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized on the Federal Business Opportunity Website URL https://www.fbo.gov/. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. The Government reserves the right to consider a serviced disable veteran owned small business, veteran owned small business, or other small business set-a-side based on responses hereto. All questions must be submitted in writing via e-mail to all the points of contact as outlined below. Instructions to Respondents: Fargo VA Health Care System appreciates responses from all capable and qualified U.S. sources. Respondents are required to address the following questions: RESPOND: Submit by July 30, 2012 no later than 4:00 PM Central Daylight Time (CDT) Electronic Submission is preferred. The responses shall be addressed in 15-pages or less, 12-point font size, one-inch margins. Respondents are welcome to submit supplementary information. There is no page limit in supporting documentation Format: Microsoft Work (.doc) or Portable Document Format (.pdf). REMINDER: The Federal Acquisition Regulation (FAR) Subpart 4.11 Central Contractor Registration requires all contractor's to register in the Central Contractor Registration (CCR) database, a part of the Business Partner Network (BPN) to increase visibility of vendor sources (including their geographical locations) for specific supplies and services; and establish a common source of vendor data for the Government. Contracting Officers are required to verify that the prospective contractor is registered in the CCR database before awarding a contract or agreement. The preferred method of verification of this requirements is through the potential contractors DUNS number or, if applicable, the DUNS + 4 number, to verify registration.
