Description The National Cancer Institute (NCI) plans to procure on a sole source bases with the University of Texas, Health Science Center at Houston, 7000 Fannin St., Suite 902, Houston, TX 77030 for measurement of halogenated organic compounds and metals in Vietnamese home based electronic-waste recycling workers. The services herein are being procured in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106-1 (b)(1). The North American Industry Classification System Code is 541380 and the business size standard in $14.0M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve months. It has been determined that there is no opportunity to acquire green products or services under this procurement. Millions of tons of electronic waste (e-waste) are generated primarily in industrialized countries and commonly sent to developing countries for recycling. Individuals working in or near e- waste recycling facilities, including adults and children, are exposed to a number of organic pollutants. These include legacy and emerging persistent organic pollutants (POPs) such as chlorinated and brominated dioxins (PCDD/Fs and PBDD/Fs), brominated flame retardants (BFRs), and also heavy metals. These chemicals are associated with a number of adverse health effects including endocrine, reproductive, nervous system, and immune system disruption, developmental disruption, and cancer in human and animal studies. The objective of this procurement is to measure halogenated organic compounds and metals in Vietnamese home based electronic-waste recycling workers, their families, and comparison groups to determine if concentrations of selected persistent organic pollutants and heavy metals are higher in a population of electronic (e)-waste recyclers versus non-electronic waste recyclers in Vietnam. Having identified Vietnamese e-waste sites and obtained blood and urine samples from 10 e-waste workers and 10 non e-waste workers (as controls) under a previous contract, the contractor shall prepare samples for shipment using appropriate handling materials, and within regulations for both foreign and domestic shipping. The samples shall be shipped to two independent laboratories for testing. The contractor shall coordinate the testing of these samples and send the data and findings to the NCI. This contractor is the sole source that can perform this requirement for the following reasons: Environmental and Occupational Health Sciences, University of Texas School of Public Health, led by Dr. Arnold Schecter, is the only American contact with a continuous and successful record of research on persistent organic pollutants (POPs) in both the USA since 1982 and in Vietnam since 1984. The lab has worked in Vietnam on 26 occasions and has over 100 Vietnam related scientific publications. Also of importance is Dr. Schechter's acceptance by both Vietnamese scientists and the Vietnam government with respect to POP research. The lab also has experience with PBDE's, PCBs and dioxins, which are generated by some e-waste recycling facilities in Vietnam. The University of Texas began this project under a previous contract. Under this contract the contractor identified sites of home e-waste recycling, obtained blood and urine samples and developed methods of specimen collection and storage and shipping of protocols. The University of Texas is in possession of these samples and is therefore the only source capable of shipping and overseeing the testing of these samples. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on August 7, 2012. No electronic capability statements will be accepted (i.e. email or fax). An original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
