Description
The following was previously announced on 04 May 2011 under solicitation number N00024-11-R-4216. This announcement provides notification that the solicitation number has changed to N00024-12-R-4216. The solicitation has been released and has been posted to both the Federal Business Opportunities (FBO) site at http://www.fbo.gov and the Navy Electronic Commerce Online (NECO) site at http://www.neco.navy.mil. A summary of the previous announcement is provided below. The Naval Sea Systems Command intends to procure Integrated Bridge Navigation Systems (IBNS) on a Firm Fixed Price (FFP) basis as part of the DDG-51 Ship Class DDG Modernization program and the DDG-51 New Construction program. The system shall include all specified hardware necessary to integrate the existing bridge and navigation equipment onboard in-service DDG's and provide a single integrated IBNS system capable of providing propulsion and steering controls for the ship. The system shall also be capable of being integrated on new construction ships and shall be designed to allow the government to leverage Government furnished computer programs. The IBNS system shall be capable of meeting American Bureau of Shipbuilding (ABS) Naval Vessel Rules (NVR) requirements for Navigation systems. This synopsis is being posted to both the Federal Business Opportunities (FBO) site at http://www.fbo.gov and the Navy Electronic Commerce Online (NECO) site at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitiations to the internet, NECO is the alternative in case FBO is unavailable. Offerors may utilize either site to access information posted by the Naval Sea Systems Command. Some technical specifications to this solicitation include a Distribution Statement marking, meaning access is restricted to DoD and DoD contractors only. These documents will be accessible through a TOP link in the solicitation. In order to control access to these documents, FBO registration will be required by interested parties. This procurement is planned to include a basic requirement to show that the proposed system will meet the qualification requirements, data, and engineering services with production options for up to 35 shipsets plus up to four more IBNS systems for landbased sites during the five year period of the contract. No industry day is planned for this procurement. There are no plans to issue a draft solicitation.
