Description
This is a Request For Information (RFI) in regards to a NAVAIR requirement for a commercially available Demand Assigned Multiple Access (DAMA) Satellite Simulator intended for test and evaluation of Tactical Satellite Communications terminals installed in U.S. Navy and other DOD airborne platforms. NAVAIR Patuxent River, MD seeks potential sources and no cost product information of commercially available DAMA Satellite Simulator. This RFI is for planning purposes and information only and should not be construed as a solicitation for applications or an obligation on the part of the government. The government will not pay for the preparation of any information submitted or for the government's use of that information. Background The DAMA Satellite Simulator shall be used to access installation readiness of installed Satellite communications systems for Navy and other DOD activities prior to Initial Operational Commission (IOC). This system shall be capable of being fully compatible with US Tactical Satellite communications currently operated by Joint Forces Command earth stations. A commercially available model is defined as the Contractor's model which, on the date a solicitation is issued, has been designed, engineered, sold, or is being offered for sale through advertisements or the Contractor's published catalogue or brochures. Products such as a prototype unit, pre-production model, or experimental unit do not qualify as meeting the requirements specified herein. However, the Government will consider changes to an existing commercially available product design that may improve the efficiency, accuracy, or productivity of the machine or decrease its operational costs. The DAMA Satellite simulator shall be be capable of providing simulation utilizing 4 independent channels simultaneously by direct connection and or via Radio Frequency (RF) link. Each channel shall be capable within the parameters on MIL-STD-188-181B/C, MIL-STD-188-182A/B, MIL-STD-188-183A/B, AND MIL-STD-188-185A. The DAMA Satellite simulator shall be capable in encryptic and non-encryptic modes of operation and be in compliance with National Security Administration standards. Information Requested Information in the following areas will assist NAVAIR Patuxent River in the development of its procurement strategy. Qualified vendors should provide the following: Product Literature: Brochures, catalogs, or other documents listing commercially available DAMA Satellite simulator; The literature should include information about DAMA Satellite simulator; Product Literature on the software being provided with the equipment; Equipment utility requirements; Detailed product descriptions of their DAMA Satellite simulator; Installation drawings and power requirements for their DAMA Satellite simulator (if one is required); Procurement history with their DAMA Satellite simulator; Long-Term Reliability and maintainability data; including the expected life (in years); Product drawings and photographs of their DAMA Satellite simulator. Typical delivery times and installation timeframes. ** It is preferred that all measurements be stated in US Standard units. DISCUSSIONS One-on-one information gathering sessions with respondents are currently not contemplated. The Government may elect to conduct one-on-one discussions with industry based on its analysis of the RFI responses, the quality of submission and the specifications in the information provided. The Government is under no obligation to conduct these sessions. The Government does not commit to providing a response to any comment or questions. Any revision to this RFI based on comments received remains solely at the Government's discretion. These initiatives may ultimately result in the Government developing and issuing an RFP for respondents. The above information is for sources sought only. Per FAR 52.215-3, Request for Information or Solicitation for Planning Purposes (Oct 1997): The Government does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. Although the terms "proposal" and "respondent" are used in this RFI, your response will be treated as information only and shall not be used as a proposal. Any proposed solution must meet all Operational, Safety, Suitability and Effectiveness (OSS&E) requirements mandated by the Department of Defense.
