- Proposals are being requested and this solicitation DTFAEN-12-Q-00027 is being issued as a Request for Quotation (RFQ). FAA has a requirement for Fall Protection Equipment. The NAICS code is 423840 and Size Standard $14.0M All questions shall be addressed to the Contracting Officer in writing via email or fax. Potential offerors should note that the FAA reserves the right to communicate with one or more offerors at any time during the SIR process. The Government reserves the right to award on a multiple award or an all or none basis. All firms must be registered in the Central Contract Registration database at www.ccr.gov and shall be considered for award. All proposals must be received no later than August 2, 2012, 2:00PM EST. Any responses received after August 2, 2012, 2:00PM EST, will not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of Submittals. If all requested information is not furnished, the vendor's response may be determined ineligible. This RFQ is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of proposals. This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000. For further information and applicable forms concerning the STLP, call the OSDBU at (800) 532-1169. This requirement is offered to all qualified responsive concerns and offers will be considered using a tiered order of precedence. Each tier will be evaluated using the procedure outline below. First Tier - eligible 8(a) business concerns, provided that adequate competition is received and an award can be made at a fair market price. Second Tier - eligible service-disabled veteran owned small business, provided that adequate competition is received and an award can be made at a fair market price. Third Tier - eligible small business concern, provided that adequate competition is received and an award can be made at a fair market price. Last Tier - full and open competition from among all responsible, responsive offers received providing award can be made at a fair market price. Adequate competition is defined as at least two (2) competitive offers received from qualified, responsible business concerns at the tier under evaluation.
