- THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT AR EQUEST FOR COMPETITIVE PROPOSALS. The intent of this special notice is for informational purposes only. The USDA, ARS, WBSC, Mid South Area, intends to solicit a quote and enter into a contract with Rodney's Welding Service, 708 E. Main Street, Lockport, LA 70364 to fabricate a sugarcane weigh wagon with wheel extensions. This is the only know fabricator of this item. This sole-source procurement under the authority of FAR 6.302-1(a)(2), only one responsible source and no other supplies or services will satisfy agency requirements. The NAICS code for this action is 333111. ARS requires that all contractors doing business with them must be registered in the Central Contractor Registry (CCR). No award can be made unless the vendor is registered in CCR. For additional information and to register in CCR, please access the following website: sss.ccr.gov This notice is NOT a request for competitive proposals. However, interested parties should submit written (mail or email) responses including prices and technical data sufficient to determine capability to meet the entire requirement and must be received in this office by close of business August 9, 2012. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (Ifthe information required by a paragraph is Anot applicable.= N/A should be indicted for that paragraph) TITLE: Justification for other than full and open competition for the purchase of a 5 ton weigh wagon with wheel extensions. CONTENT: 1. Contracting Activity. USDA, ARS, MSA, Procurement Office ATTN: TERRYA. KRUTZ 141 Experiment Station Road P. O.Box225 Stoneville, MS 387 7 6-0225 6621686-5361 2. Nature/Description of Action-Supply materials and labor to fabricate a weigh wagon; this weigh wagon will also be sand blasted and painted at this time. This wagon will be used for the AFRI Production Experiments conducted by the USDA-ARS Sugarcane Research Unit (SRU). This equipment will be located at the SRU's Ardoyne Research Farm Worksite (501 Bull Run Rd, Schriever, LA 7039s) 3. Description of Supplies/Services. Weigh Wagon is a specialized sugarcane billet transport wagon equipped with electronic load cells in the axel and tongue. Load cells have an accuracy of 5 lbs. which is approximately 5Yo error. Load cells are connected to a monitor which provides a weigh reading along with a printed copy of data. Cane is weighed in this wagon, and then transferred to a commercial wagon or trailer which are normally 14 feet high. Attached to the weigh wagon is a hydraulically driven basket that collects cane as it is harvested. This billet sampler must not interfere with actual harvesting. The sampler moves the collected samples and dumps into a chute. This chute loads to a sample collection area. 4. Sole manufacturer based on propriety drawings and design. Specialized axel, bearings, load cells, and billet sampler, must be compatible with current inventoried spare parts. Rodney possesses propriety drawings and an original design, so he is the only manufacturer of this specialized equipment. He has only sold this weigh wagon to USDA, so it is the only one like it in the world. He modified our entire fleet of weigh wagons (3 wagons) according to his unique design. Thus, all wagons are uniform, which enables ARS to have one set of spare parts to include load cells, bearings, chains, hoses which totals $8,000. These parts have to be on hand for quick service during the harvest period. Purchase of spare parts takes up to six months, and we have a three month harvest period. No drawings, design, or specific written description are available for this equipment. 6. Federal Business Opportunities Announcement/Potential Sources. 7. Determination of Fair and Reasonable Cost The price is considered fair and reasonable due to all the modifications required to meet our research needs. 8.Market Survelz. SRU currently has four weigh wagons, three of which were originally built by CAMECO Industries in Thibodaux, LA. CAMECO was purchased by John Deere and no longer manufactures the high-dump field transport wagons that were modified and equipped with load cells to provide harvest weights and a billet sub-sample from experimental field plots. In 2010, Mr. Daigle constructed a new weigh wagon to accommodate the newly added Integrated Water CRIS. Also, Mr. Daigle has resigned and modified weigh wagons to insure efficiency, reliability, and safety. In our opinion, he is best equipped to fabricate the wagon. Rodney Daigle's original design has been used for the last two years with desired performance, reliability and accuracy. 9. Additional Support. In the past, three different manufacturers have had attempted new designs for the billet sampler. All failed desired accuracy and reliability. 10. ther Interested Sources. 11.
