Description
Synopsis: This synopsis neither constitutes a Request for Proposal or Invitation for bid, nor does it restrict the Government to an ultimate acquisition approach. This sources sought notification should not be construed as a commitment by the government for any purpose. THIS IS NOT A SOLICITATION: No award will be made as a result of this request. This request is for informational purposes only. All interested parties are encouraged to respond to this synopsis. The Government will not pay for information and materials received in response to this synopsis and is in no way obligated by the information received. Background: The mission of the Mine Safety and Health Administration (MSHA) is to protect the safety and health of the Nation's miners. The mining environment is inherently hazardous. To accomplish its mission, MSHA conducts mine inspections; investigates mine accidents, fatalities, hazardous conditions; provides mine emergency response capabilities; trains and certifies mine safety and health professionals; and develops and delivers education and training programs and materials. The Mine Safety and Health Administration conducts emergency response preparedness training and assessments on a Biennial basis, which requires a large facility to allow for the construction of temporary mine replications for situational disaster simulations. The purpose of this Sources Sought is to obtain information regarding the availability and capability of all qualified sources to provide convention center venues and services for MSHA's Biennial National Mine Rescue Preparedness and Assessments for First Responders. All businesses large and small capable of performaning are encouraged to respond to this notice. The Contractor shall provide all criteria to include but not limited to: 1. Due to the location of the majority of MNM mine locations, we are seeking a facility West of the Mississippi River. 2. A Convention center with a maximum area of 175,000 square feet (sq. ft.) of contiguous open exhibit hall space to accommodate the training and awareness assessments; 3. A portion, 81,000 sq. ft., shall be accommodated for meeting space; 4. The total area must be able to accommodate a maximum capacity of 1,000 people; 5. Provide set up of audiovisual equipment, room dividers, tables, chairs, bleachers, lighting, electricity, water and signage; 6. Provide daily janitorial services; 7. Provide adequate security for the proposed occupied area; 8. Provide a variety of food and beverage vendors located at strategic points throughout the convention center capable of servicing up to 1,000 attendees; 9. Provide personnel to erect, maintain, and dismantle mock mining stages and meeting areas; 10. Provide adequate and secure storage facilities for MSHA equipment; 11. The convention center shall be located in an area where hotels must have availability for up to 1,000 double occupancy rooms offered at the government rate, and if transportation is not provided must be located within a short walking distance from the convention center; 12. All proposed lodging in the designated vicinity of the convention center must meet the Hotel and Motel Fire Safety Act of 1990 (PL101-391); 13. At a minimum, one of the hotels within the required range shall be able to provide a reception/dinner that accommodates up to 1,000 people and is to be held on Thursday from 6:00 p.m. to 11:00 p.m.; 14. The hotels must also have shuttle services to/from the hotel to the convention center both in the morning and evening; and 15. Each hotel within walking distance shall have either an on-site restaurant or a restaurant within walking distance where there are secure means (sidewalks) to walk to the restaurants. Anticipated Period of Performance: October 22-26, 2012 Submission of Information: Companies having the capabilities necessary to meet or exceed the stated requirements are invited to provide information to contribute to this Sources Sought notice. Companies may respond to this Sources Sought Notice via e-mail to Tracey Cross, Contract Specialist, cross.tracey@dol.gov no later than August 5, 2012 at 12:00 p.m., Eastern Time (ET) with the following documentation: 1) Name of Company, Address, Cage Code and DUNS Number; 2) Point of Contact, phone number, address and e-mail; 3) Business Size applicable to the NAICS Code and type (large, small, 8 (a), Hubzone, etc.); and 4) Corporate capability statements - no more than five (5) pages Contractors responding to this inquiry should insure that responses are complete and sufficiently detailed. NOTE: Third parties who respond must identify themselves as such, and provide the point of contact of the identified facility to prove the authority to conduct business on the facility's behalf. Any solicitation resulting from the analysis of the information obtained will be announced to the public on Federal Business Opportunities website in accordance with FAR Part 5, Publicizing Contract Actions, and will require the submission of an RFQ/RFP to that notification.
