- Description
- The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Science and Technology Acquisition Division (STAD), specifically, DHS, Science and Technology Directorate (S&T), Chemical and Biological Defense Division has a requirement for The Association of Public Health Laboratories (APHL) to provide a comprehensive quantitative assessment of the Nation's laboratory capacity for analysis of environmental samples for B. anthracis (BA) contamination and strategic planning by the Integrated Consortium of Laboratory Networks (ICLN). Under the authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements"; The Association of Public Health Laboratories (APHL), 8515 Georgia Avenue, Suite 700, Silver Spring, MD 20910 is the only source capable of meeting the needs of this requirement because they are the only organization with the membership and vast database of information necessary to effectively reach individual laboratories across the ICLN and engage them directly to meet the tasks of this requirement. Interested parties may identify their interest by responding within 15 days after this announcement with a capability statement, which documents capability and experience in providing assessments and strategies. This notice of intent is not a request for a competitive proposal. Information received, will be considered solely for the purpose of determining whether to compete this requirement. All inquires received within 15 days after the date of this publication, will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
