Description
This is a sources sought announcement only and is not an intent to procure. A solicitation is not available at this time and any requests for a solicitation will not receive a response. The Survivability Vulnerability Assessment Directorate of White Sands Missile Range is conducting market research to determine the capability of businesses in regards to the production, engineering and technical support for a peaking capacitor of an EMP (Electromagnetic Pulse) simulator. The current Peaking Capacitor is a coaxial capacitor that is used to 'stiffen' the output pulse from the simulators' Marx generator. The 140pF capacitor (80nH) is in parallel with a 150Ohm output via a self breaking switch. The capacitor is expected to be able to hold off up to 3MV until the self breaking switch to the output opens, while contained in an Sulfer Hexaflouride (SF6) environment (<200psi). The capacitor must fit into an existing system, while satisfying form factor constraints. Specifically, the overall shape of the coaxial capacitor is a bicone with an outer diameter of 15.6" and a length of 18.4". The current capacitor is a series of concentric coaxial capacitors, though this arrangement (number of capacitors or series/parallel) is not necessarily required. The entire capacitor has a weight constraint of <200lbs. It is expected that a prospective manufacturer/offeror of the peaking capacitor may need several iterative steps to achieve a working capacitor at the stated voltage (3MV). This iterative approach may (but not limited to) include modeling, prototype and subsequent field test(s) in the actual machine. It is expected that the offeror would need to have an initial site visit for technical orientation as well as be present for field tests. There may be more than one of these cycles. Ideally, the first prototype built would be the final product, however, offeror should take this into consideration. The end deliverable will be a peaking capacitor of sufficient hold off capacity and documentation of the modeling, engineering and manufacturing processes that went into the final product, including CAD drawing(s). This would constitute as the system manuals. Delivery of all units shall be FOB Destination, SVAD,White Sands Missile Range, NM. Prospective sources should be able to demonstrate a priori within the pulse power area, specifically with high voltage hold-off for various materials in an SF6 environment. Each potential source shall give a brief description of their ability to produce said peaking capacitor as well as provide their ability for modeling, engineering and technical services for the Peaking capacitor. This description should include a demonstration that the source: has adequate financial resources to perform the contract, or the ability to obtain them; be able to comply with the required or proposed delivery or performance schedule, taking into consideration all existing commercial and governmental business commitments; has a satisfactory record of integrity and business ethics; has the technical skills, or the ability to obtain them; and has the necessary production, construction, and technical equipment and facilities, or the ability to obtain them. Each potential source is also requested to provide the contract number(s), dollar value(s) and brief description of work previously or currently being performed, which specifically demonstrates the contractor's ability to successfully satisfy the requirements of the Peaking Capacitor. Firms shall also provide point of contact information where available for the efforts cited above. All responses to this sources sought are limited to twelve pages and must include the following additional information: name and address of firm, commercial activity/government entity (CAGE) code, small business size status, point of contact name, title, phone, and email. Interested sources shall submit all replies by email to brett.t.moore.civ@mail.mil no later than 1400 PST on 9 Aug 2012. Acknowledgement of receipt will not be made. Any questions should be submitted before 3 Aug 2012. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS SOURCES SOUGHT OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED. This request for information is for planning purposes only and shall not be considered as an Invitation for Bid (IFB), Request for Quotation (RFQ), or Request for Proposal (RFP), or as an obligation on the part of the Government to acquire any products or services. Your responses to this sources sought will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this sources sought or Government use of such information. The Government reserves the right to reject, in whole or part, any contractor input resulting from this sources sought. The information resulting from this sources sought may be included in one or more RFP's, which may be released via the FEDBIZOPS portal.
