COMBINED SYNOPSIS/SOLICITATION WRAD-12-04950 PROVIDE 20' FREEZER FOR STORAGE OF SCIENTIFIC SAMPLES (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number WRAD-12-04950/WSB. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58. (IV) This solicitation is being issued as a Total Small Business Set-Aside.. The associated NAICS code is 532490. The size standard is $7 Million. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s)/services: CLIN 0001: Lease of 20' freezer for storage of scientific samples per the attached statement of work. This request includes a base and three option periods as follows: Base period: 9/10/2012 - 9/9/2013 Option 1: 9/10/2013 - 9/9/2014 Option 2: 9/10/2014 - 9/9/2015 Option 3: 9/10/2015 - 9/9/2016 CLIN 0002: Option period 1 Performance period: 9/10/2013 - 9/9/2014 CLIN 0003: Option period 2 Performance period: 9/10/2014 - 9/9/2015 CLIN 0004: Option period 3 Performance period: 9/10/2015 - 9/9/2016 (VI) Description of requirements is as follows: STATEMENT OF NEED WRAD-12-04950 Lease of a 20 foot portable freezer for storing seafood samples for testing at the Montlake Laboratory campus: 2725 Montlake Boulevard East, Seattle, Washington 98112. 1. SCOPE 1.1. Background. The Northwest Fisheries Science Center (NWFSC), National Oceanic and Atmospheric Administration (NOAA), Department of Commerce (DOC), is a government agency charged with the mission of stewardship for living marine resources. The NWFSC provides scientific and technical support to NMFS for the management, conservation, and wise use of the Northwest region's marine and anadromous resources. The NWFSC Montlake Laboratory is a scientific facility and laboratory complex which is widely recognized for scientific expertise regarding the impacts to marine and freshwater ecosystems when exposed to oil and pesticides. The Center is additionally recognized for its work determining if seafood is safe for human consumption. 1.2. Purpose. The purpose of this Statement of Work is to define the services required for the lease of a quality 20 foot long specialized freezer that will be used for holding sensitive seafood samples. 1.3. Objective / Requirements. The Contractor shall be required to furnish all services leading up to electrically connecting the freezer to the Laboratory's power grid. These services include: Provide the most current freezer unit that is no older than 2010; assurance that the freezer will not vary in storage temperature over 5º F in temperature at any time; cost free replacement of any worn freezer parts or materials; cost-free transportation of a replacement freezer, should the original freezer fail and not be able to be repaired; and any engineering necessary for the installation of the freezer on campus. Regarding the provision of a freezer on the Montlake Laboratory campus, the Contractor shall plan, schedule, coordinate, and assure effective performance of all services described herein. Freezer unit electrical requirement shall be 480 volts three phase. The freezer must be capable of maintaining temperatures of -20º Fahrenheit or lower. 1.4. Location The freezer will be located at the NMFS Montlake Laboratory, 2725 Montlake Boulevard East, Seattle, Washington 98112. 2.0 CONTRACTOR TASKS 2.1 Basic Services Install a 20 foot freezer on the NMFS Montlake Laboratory parking lot. This freezer may be of a "portable" type (as in a mobile walk-in freezer). 2.1.1 Additional Requirement Access into the freezer must be through a freezer door with lever handle (of the type commonly used on walk-in freezers). This door must have a width of at least 36 inches. The outside of door shall have the ability to accommodate a lock mechanism sufficient to prevent unauthorized entry into the freezer. 2.1.2 Provide lighting inside the freezer to provide visibility. Lighting shall have a control switch turn light on and off. 2.2 Submittals 2.2.1 Contractor shall provide product descriptions of freezer (and if necessary, shop drawings) to the NWFSC Point of Contact (POC) for review and approval. 2.3 Installation 2.3.1 The freezer will be located on an asphalt parking lot, and the proposed site area will be totally clear prior to delivery. 2.3.2 The Center's maintenance staff will be connecting the freezer to the site's electrical power grid. 2.3.3 Test all operational equipment and verify proper operation. 3.0 Repair of any damage 3.1 All work shall be carefully laid out in advance. Any damage to Government facilities or equipment shall be repaired by skilled mechanics of the trades involved at the expense of the Contractor. 4.0 Guarantee 4.1 The Contractor shall, without additional charge, replace any work, materials or equipment furnished and installed by him or her that under this contract, develops defects (except from ordinary wear and tear), within one year from the date of the final acceptance of the work. 5.0 Acceptance of Work 5.1 The completion of this contract will be established by a written notice of acceptance issued by the Contracting Officer. 6.0 Materials, Equipment, Fuel and Supplies 6.1 The Contractor is responsible for the receipt, transportation, and storage of all materials, equipment, tools, fuel and supplies, required for the completion of the work under this Contract. 7.0 Notices to Point of Contact 7.1 Unless otherwise provided for herein, advise the POC regarding this freezer(the Supervisory Facilities Operation Specialist at the Montlake Laboratory) a minimum of 24 hours in advance of the following planned actions: 7.2 Commencement or recommencement of work at the site. 7.3 Arrival of the Freezer unit on site. 8.0 Special Requirements 8.1 The contract work must be carried out in a manner that minimizes disruption of the operation of the Montlake Laboratory. 8.2 The vendor will refund monthly lease payment for unused months in the event the freezer is returned to the vendor prior to the end of the performance period. 8.1 Work outside regular hours If the Contractor desires to work outside the regular working hours (8:00 a.m. to 4:30 p.m., Monday through Friday), he shall notify the Contracting Officer or POC at least 24 hours in advance to enable satisfactory arrangements to be made by the Government for inspecting the work in progress. 9.0 Cleanup 9.1 Allow no debris to accumulate in Buildings or on Grounds. 9.2 Haul debris away from Site as soon as removed, and legally dispose at Contractor's expense. 10.0 Performance 10.1 Period of Performance This requirement includes a base period and 3 option periods. Base Period: 9/10/2012 - 9/9/2013 Option Period 1: 9/10/2013 - 9/9/2014 Option Period 2: 9/10/2014 - 9/9/2015 Option Period 3: 9/10/2015 - 9/9/2016 End of Statement of Need (VII) Date(s) and place(s) of delivery and acceptance Date of Delivery: September 10, 2012 Delivery will be FOB Destination (VIII) The period of performance for the base contract shall be from date of award to September 9, 2013. (IX) FAR 52.212-1, Instructions to Offerors -- Commercial Items (Jun 2008), applies to this acquisition. In addition to written price quotes, offers are instructed to provide a capability statement describing qualifications to perform requirements listed in paragraphs (V) and (VI), and past performance references. Inquiries (Apr 2010). (X) FAR 52.212-2, Evaluation - Commercial Items 2005-58, applies to this acquisition. Paragraph (a) is hereby completed as follows: Lowest Price Technically Acceptable. Offers will be evaluated based on price and the factors set forth in the Section 6, past performance, FAR 12.601 and FAR 13.106-2, and award will be made to the firm offering the lowest price technically acceptable to the Government in accordance with the Statement of Work. (XI) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items 2005-58. An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. (XII) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items 2005-58, applies to this acquisition. (XIII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items 2005-58 applies to this acquisition. The following clauses under subparagraph (b) apply: Please refer to the SF18 with Clauses.
