- Description
- SOW In accordance with FAR part 13, the Centers for Disease Control and Prevention (CDC) intends to issue a sole source purchase order to Regenstrief Institute, Inc in Indianapolis, IN. The purpose of this procurement is to to extract data to establish an observational cohort of women to evaluate the population impact and effectiveness of HPV vaccination on genital warts and cervical high grade squamous intraepithelial lesions (HSIL). Because non-invasive HPV-associated diseases are not nationally reportable and adolescent vaccination history is incomplete in most state-based registries, options for evaluating the population impact of HPV vaccination in the United States are limited. The type of longitudinal data that are needed to evaluate HPV vaccine impact on outcomes with long intervals between acquisition and detection would only be available within a population-based network of electronic health records that are operable across different medical systems and that are not based on insurance status. In the United States, most electronic health record systems such as from managed care organizations do not have the ability to follow patients if they leave the particular insurance plan. Moreover, neither administrative claims data nor managed care data include health records of people with no private or public health insurance. In contrast, Regenstrief Medical Record System (RMRS) is the only known, established system that captures electronic records of an entire community and can follow individuals irrespective of insurance plan or status. A purchase order will be awarded under other than full and open competition as authorized by FAR 13.106-1(b). This is not a request for offers.
