Description
1. Contracting Activity: U.S. Army Contracting Command Aberdeen Proving Ground, Tobyhanna Division Attn: CCAP-CCT Tobyhanna Army Depot (TYAD) 11 Hap Arnold Boulevard Tobyhanna, PA 18466-5100. 2. Description of Action: Approval is being requested for a new, blanket purchase agreement to Harris Corporation, RF Communications Division, 1680 University Avenue, Rochester, New York 14610, Tel: 585-244-5830. Army Working Capital Funds (AWCF) will be used for this action. Total amount is $540,000.00. 3. Description of Supplies and Services: The proposed contract is to for recurring need for installation kits supporting Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) vehicle integration program. Kits are necessary to support configuration of communications equipment within vehicle platforms based on the unit roles and authorizations. The kits will be manufactured to support installation of the Harris High Frequency Radio AN/VRC-104(V)3 and the Multi-Band Vehicle Radio (MBVR) AN/VRC-103. To support current requirements, contract value is estimated at $180,000 first six months and $180,000 for two additional six month periods. The kits shall be available and ready for delivery at a rate of five kits monthly; the estimated total monthly value is $30,000. The monthly delivery of kits shall be comprised from the list below. This estimate was developed to provide an initial inventory; then replenishes expended kits. Authority Cited: 10 U.S.C. 2304(c) (1) and FAR 6.302-1(a)(2)(ii), Only one responsible source and no other supplies or services will satisfy agency requirements. 5. Reason for Authority Cited: Harris Corporation, RF Communications Division, is the original designer of the AN/VRC-103F and AN/VRC-104(V)3 radio system. Harris Corporation, RF Communications Division, as the sole developer and producer of these integration kits, is the only source with detailed knowledge and technical ability to provide the required services and associated engineering. Harris Corporation, RF Communications Division owns the proprietary rights to all detailed drawings and the specifications necessary to replicate the form, fit, and function of the system and perform the required services. Award to any other source requires acquisition of the proprietary data, and would result in substantial duplication of cost to the Government that is not expected to be recovered through competition; and unacceptable delays in fulfilling the agency's requirements. 6. Efforts to Obtain Competition: Market research was conducted by the requiring activity. The only known supplier is Harris Corporation, RF Communications Division. No competition is anticipated for this action. 7. Action to Increase Competition: Because of the unavailability of technical data, competition is not possible. 8. Market Research: Market research cannot identify any sources beyond Harris Corporation, RF Communications Division who possess the detailed drawings or the specifications necessary to replicate the form, fit, and function of the integration kits and perform the required services. 9. Interested Sources: A sources sought synopsis was published in accordance with 5.201 on the Fedbid and was also viewable on Federal Business Opportunities Page (FEDBIZOPPS) on March 22, 2012 and this is the updated SS to reflect Harris p/n.
