- Multi Year 8 J&A Operational Requirements Document, approved by Vice Chair JCS on February 15, 2008 Acquisition Program Baseline Agreement, approved by Defense Acq Executive, Feb 2007 Acquisition Strategy Report, Appendix A, approved by ASA (ALT) on May 20, 2009 Configuration Steering Board Minutes, approved by ASA (ALT) on November 30, 2009 Resource Management Decision approved Secretary Gates, UH 60 Section on Page 26 & Table 6, dated December 23, 2009. 1. Contracting Activity: U. S. Army Aviation and Missile Life Cycle Management Command (AMCOM). 2. Description of Action: a. This Class Justification and Approval (J&A) is being requested for new contracts and modifications to existing contracts supporting H-60 Helicopter programs as follows: (1) Modification to the existing H-60 multi-service, multiyear aircraft production contract (W58RGZ-08-C-0003) to provide for FY 2011 Advance Procurement Effort (APE) in support of a new production contract. (2) Award of a new five-year aircraft production contract to support H-60 aircraft production for FY 2012 through FY 2016. This will be awarded as either a multi-service, multiyear contract or a one-year contract with four option years. b. For all of the actions listed above: The use of firm fixed price contracts is contemplated; Army and Navy Aircraft Procurement funds will be utilized as well as Foreign Military Sales (FMS), other DOD agencies, and other Government agency funds 3. Description of Supplies/Services: The AMCOM Contracting Center proposes to acquire, utilizing an acquisition method other than full and open competition, up to XXX UH/HH/MH-60 helicopters over five fiscal years. The UH-60 BLACK HAWK is the basic utility aircraft for the U.S. Army and has been procured since FY 1977. The UH-60 includes variants such as the UH-60L and UH-60M as well as HH-60 (MEDEVAC) variants of each configuration. The MH-60 is a Navy derivative of the UH-60, and includes MH-60R and MH-60S variants. Both Army UH/HH-60 and Navy MH-60 aircraft will be procured to support continued UH/HH/MH-60 production from FY 2012 through FY 2016. Estimated base quantity for the Army is XXX aircraft and for the Navy is XXX aircraft. Options for an additional XXX aircraft will also be included in this acquisition resulting in a total quantity of up to XXX aircraft. These additional options will be available to support other Department of Defense, other Government agency, and FMS requirements. Each of the acquisitions will also include the procurement of associated mission flexibility kits, related support, services, systems/project management, training, publications, Provisioning Technical Data (PTD) for logistics support analysis and other Contract Data Requirement List (CDRL) submissions. The total estimated value of the proposed contract actions described above to include Army and Navy base and option aircraft and related support is $XXXXXX. The estimated allocation of this amount is as follows: (1) Modification to the existing production contract (W58RGZ-08-C-0003) to provide for FY 2011 Advance Procurement Effort (APE) in support of a new production contract - $XXXXXX (2) A new five-year aircraft production contract 4. Authority Cited: 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. 5. Reasons for Authority Cited: a. The proposed contractor is Sikorsky Aircraft Corporation Corporation, 6900 Main Street, Stratford, CT 06614-1378. b. Sikorsky Aircraft Corporation (SAC) is the sole source designer, developer and manufacturer of the H-60 aircraft. SAC is also responsible for integration of UH/HH subsystems into the aircraft. While SAC is responsible for total integration into Army aircraft, they provide the Navy with the MH-60S/R basic air vehicle variants. SAC, in conjunction with Lockheed Martin Systems Integration, Owego, New York, integrates the Lockheed mission avionics packages into the MH-60S. The MH-60R mission avionics packages are integrated by Lockheed Martin Systems Integration. 6. Efforts to Obtain Competition: a. In accordance with FAR 5.404, this effort has been included in the Competition Advocate's Shopping List (CASL) as of March 2009 in order to announce the procurement. b. The proposed acquisition was synopsized on 26 October 2009 in the FedBizOps pursuant to FAR 5.201. To date no other sources have written to express an interest. 7. Actions to Increase Competition: a. The Government has taken steps to maximize competition for items procured by the Government and provided to SAC as GFE or utilized as spares. Additionally the Government has taken steps for SAC to maximize competition at the subcontractor level by ensuring that the Competition in Subcontracting clause FAR 52.244-5 will be included in the RFP. 8. Market Survey: Based on market research conducted there are no commercial or non-developmental equivalents that could be utilized without major modification. While there are other helicopter manufacturers in the industry, there is no other manufacturer capable of producing H-60 aircraft based upon the reasons cited in paragraph 5 above. 9. Interested Sources: Any source expressing an interest in this requirement will receive due consideration as required by law.
