- The Federal Aviation Administration (FAA) intends to award a Single Source acquisition for this need. Shortly after September 11, 2001, the Federal Aviation Administration (FAA) suspended the practice of allowing cockpit jump seat access to off-line flight crew and suspended the air carrier portion of the Familiarization (FAM) Training Program, FAA Joint Order 3120.29. ARINC, with the help of industry, developed the Cockpit Access Security System (CASS) to provide the security required to reinstate the air carrier jump seat program. CASS was placed into service to support the airline industry in 2004 with the approval of both the Transportation Security Administration (TSA) and the Federal Administration Agency (FAA). On August 1, 2011, the Flight Deck Training (FDT) Program was officially implemented as a replacement for the FAM Training. The FAA uses CASS to provide industry supported identity and employment verification for air traffic control (ATC) personnel wishing to participate in the FDT Program. FAA JO 3120.29B was signed effective May 1, 2012, thereby establishing the FDT Program permanently. FAA JO 3120.29B states policy and procedures for the administration of the Federal Aviation Administration's Flight Deck Training (FDT) Program. The CASS system is required to validate and vet all personnel that use the FDT. ARINC is the owner and sole provider of the CASS System. Purpose of Announcement: In accordance with the FAA Acquisition Management System paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single source procedures.
