This purchase will replace an existing US Switch matrix device within the US Switching system located at NASA DFRC. This switch is just an upgrade to an existing US Switching System set of Matrices. All conponents shall remain as US Switch for interface and control reasons. Any other switch will have to utilize or accept control by the US Switching systems proprietary GUI (Route Ware Pro) software. This is the current software control. Any other solution would require the replacement of all existing switch matrix's (maintain commonality) and would be an unnacceptable cost to NASA and require unreasonable lead time with a completly new documentation rewrite and engineering plan. A common set of spare parts aready exist for system maintenance, such as front panel keyboard, processors and power supples. With this procurment system commonality will also allow existing personnel to operate the new switch without any further training with another vendor, further consuming personel labor. The prime goal is common and familiar equipment. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 p.m. local time on August 07, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
