Description
SUBJECT: Physical Vapor Deposition of Various Materials SOLICITATION NUMBER: NB683060-12-04294 RESPONSE DATE: August 3, 2012 CONTACT POINTS: Chris Ganey, Contract Specialist, 301-975-6205 Patrick Staines -, Contracting Officer, 301-975-6335 DESCRIPTION: The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Rutgers University of New Brunswick, NJ for the purchase of service physical vapor deposition of various materials under other than full and open competition by the authority of FAR subpart 13.106 -1(b)(1): Only one responsible source and no other supplies or services will satisfy agency requirements. A sole source determination is based on the following: Only Rutgers University can meet our technical requirements. Specifically no other vendor can meet the NIST requirements for: Rutgers has a specially modified electron-beam evaporation tool, used for the physical vapor deposition of various materials available at the MERL facility. This tool is modified so as to provide the ability to deposit materials at arbitrary angles with fine precision. Such an evaporation tool with arbitrarily-angled-deposition with fine angular precision is a unique capability of the MERL facility that is not available in the commercially-produced systems available elsewhere. This specially modified tool is unique. It has the design specifically suitable for our experiment. It is the only one in the world. The angled-deposition of multiple materials is critical in a series of fabrication steps in our current project, of fabricating an energy-efficient transistor device. Rutgers University meets these requirements and enables NIST to meet its mission requirements. The North American Industry Classification System (NAICS) code for this acquisition is 541380, and the size standard is 14 million. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. (EST) on August 3, 2012. Inquiries will only be accepted via email to Christopher.ganey@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
