- Sources Sought for Agar Samples to Test in USDA Gypsy Moth Production This is not a request for competitive proposals, but instead a market research method to determine interested sources. The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Center for Plant Health Science and Technology (CPHST) insect production facility in Buzzards Bay, MA produces several million gypsy moths annually as part a program to supply the U.S. Forest Service with a virus that attacks gypsy moths. The gypsy moths are also supplied to other cooperators for research on controlling this significant forest pest. Currently, only Agar sourced from Chilean seaweed, Gracilaria chilensis, sold under the brand name Coyote Brand Agar by Gum Technologies of Tuscon, AZ is used for a feedstock to produce the gypsy moths. Past testing had shown that the Chilean agar was found to be optimal on the basis of its physical attributes which maximized cost/benefit for production of high quality insects. In order to maintain a high quality of insect production in case of any future disruptions of specific agar supplies, the USDA is looking for alternative AGAR suppliers that would be interested in submitting AGAR samples for testing. The annual usage of agar by the CPHST facility is approximately 500-600kg. Interested sources would need to provide a sample of at least 3kg for testing that would run through a period of 18 months. A product is considered acceptable if its use results in measures comparable, for TWO generations, with our current standards of: • Percentage of eggs hatching, of larvae pupating, and of physically normal adults emerging from pupae • Duration and variation of larval and pupal development periods • Weight of pupae • Proportion of female moths laying eggs, number of eggs laid per female, and proportion of eggs per female that are fertile (develop an embryo) The following information would be required for any vendor interested in participating in the testing: a) A specification sheet for the alternative agar product b) The costs (if any) and estimated delivery time for obtaining a 3kg sample Interested sources that are capable of providing all of the above information are encouraged to submit statements of capability to the contracting office. Small Business concerns are especially encouraged to participate. This is not a request for competitive proposals, but instead a market research method to determine interested sources. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct product testing and a future competitive procurement. No requests for capability briefings will be honored as a result of this notice. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. Please include a Tax I.D.
